德国电信业人１９８９年起就开始了循环渐进的改革，经过邮电分营、市场开放、非对称管制等一系列措施，目前德国已经成为世界电信市场了开放的国家之一。在这场改革中，德国电信是受影响最大的运营商，其固定网通信的比重逐步下降，移动通信市场占有率已退居第二位。而其它电信运营商则随着改革的推进逐渐进入并占领市场，得以与德国电信相抗衡。德国电信业的改革历程应对我国电信业的改革有所启示。

Telecom Reform in Germany and its Impact on Deutsche Telecom

Germany has become one of the world' s most deregulated countries in telecom marketplace since the gradual implementation in 1989 of such reform measures as separation of telecom operation from post, market liberalization and asymmectric regulation. Severely affected by the reform, Deutsche Telecom has witnessed steady decrease in the fixed network com-municatin proportion while its mobile service marketshare has come down to a second place. Other telecom operators are catching up and becoming competitive as the telecom reform continues.
