| 摘 要： | 探讨了公民养老权的涵义，以及在当前经济社会条件下，公民养老权实现的必要性。提出中国应完善公民养老权保障制度，建立城乡统一的养老保障体系，探索多种形式养老模式，发展社会养老服务事业，平等保护公民养老权等对策。

| Abstract: | The connotations of old-age right and the necessity of realizing old-age right under the present economic and social condition are discussed.It proposes that old-age right insurance system for citizen be perfected,equal old-age right insurance system in city and countryside be set,various modes of old-age care be explored,service for old-age be developed,equal old-age right be protected,etc. |
