| 摘 要： | 目前,河南省农田水利基本建设还比较落后,存在很多问题,主要是灌排工程设施老化,灌溉技术落后,资金投入少,管理体制不完善。农村税费改革后,相应的政策没有跟上,这也给农田水利建设带来了一定的困难。为了实现河南农田水利建设的良性循环,我们必须加强基层农田水利人才队伍建设,大力发展节水灌溉,增加科技的运用,尽快建立多元化、多层次、多渠道的投入机制,走出一条税费改革后农田水利建设的新路子。

| Abstract: | with the deepening of rural reforms and developing of rural economy, new condations and problems have appeared in rural irrigation construction. Simuhaneously, new developing opportunities can be accessed to. Moreover, the rural fee-to-tax reforms has quite great effects on foundamcntal construction of farmland- and-irrigation. This essay is to analys problems existing in this construction. |
