创建生态文明的制度体系——《2014 中国可持续发展战略报告》概述

《2014中国可持续发展战略报告》的主题是“创建生态文明的制度体系”。本报告围绕解读和落实十八届三中全会《中共中央关于全面深化改革若干重大问题的决定》，分析了我国生态文明和环境保护制度建设的重要性、紧迫性和难度。根据生态系统的完整性及我国生态环境保护制度的现状，本文试图构建未来生态文明建设的制度框架、目标系统和路线图，进而重点探讨制度安排的重大任务，特别是立法保障、制度创新、管理体制改革和治理结构重组，为循序渐进地开展生态文明建设奠定良好的制度基础。

Building Institutions for Ecological Civilization--An overview of China Sustainable Development Report 2014

The China Sustainable Development Report 2014 takes the theme of“Building Institutions for Ecological Civilization”. Based on interpreting and realizing“the Decision on Major Issues Concerning Comprehensively Deepening Reforms”by the Third Plenary Session of 18th CPC Central Committee, the report analyzes the importance, urgency and difficulty of institutional building for ecological civilization and environmental protection. In terms of the integrity of ecosystem and current situation of institutional arrangements for environmental protection in China, the report structures a framework of institutions, strategic target system, and a roadmap to build the ecological civilization for next decade. Furthermore, prioritized tasks of institutional building have been proposed with the emphasis on key legislative guarantees, institutional innovation, reforming of administrative system, and improvement of governance structure in order to lay better institutional foundation for pushing ecological civilization step by step.
