| 摘 要： | 研究赛博作战力量建设的基本特征与影响因素,对于指导作战力量建设实践、提高作战力量建设效益具有重大的现实意义.文中分析了赛博作战力量建设的主体灵活性、对抗性、时代性、系统性等特征,指出了其建设过程受到国防政策、军事理论、部队的科技水平、安全环境、人员素质等因素的影响,进而针对赛博作战力量建设提出了几点建议.

| Abstract: | It is of immediate significance to study the basic characteristics and influence factors of cyberspace operational force de- velopment. Firstly, this paper discusses the basic characteristics of cyberspace operational force, such as flexibility, opposability, the times features and system characters. Then,it points out the influence factors of cyberspace operational force development, including defense policy, military theory, and troop＇ s level of science and technology, safe environment, and personnel disposition. Finally, it gives some proposals for the cyberspace operational force development. |
