营造宽松环境 促进农民增收

大同市地处黄土高原北部，干旱少雨，农业人口较多，农民收入增长缓慢。而营造宽松环境，积极为农民创造有利条件是增加农民收入，促进农民达小康的有效途径。为促进农民增收，一是把增加农民收入摆在当前工作的首位；二是采取得力措施拓宽农民增收渠道；三是加大培训力度，提高农民素质。

Accelerating the Increase of Peasants' Income through Building the Relaxed Environment

Datong City is located in the northern arid part of the loess plateau, because of the lack of the rainwater and the more farming population, the increase of peasants' income is slow. And building the relaxed environment and creating actively the beneficial conditions for the peasants are the effective way for the peasants to reach the well-off society. Some measures for accelerating the increase of peasants' income should be taken:the first is to put the work of increasing peasants' income in the first place, the second is to adopt proper measures to widen the channel of making money, the third is to improve the quality of the peasants through strengthen the training.
