云南省道路运输货物源头治超监管机制研究

随着经济高速发展，交通网络不断扩大，云南省的交通事故率不断上升，其中道路运输企业超限超载问题 尤为突出，治理难度较大。要降低事故风险，控制云南省道路运输超限超载现象极为重要，深层次举措就 是加强货运源头的监管及控制。这需要以“五大体系”为主要内容，建立和完善货运源头治超监管机制， 并以“三大源头”为货运治超实施路径开展具体工作，综合整理，以求实效。

Study on Mechanism of Supervision for Overlimit and Overload of Road Transport Goods in Yunnan Province

With the rapid development of economy and continuous expansion of transport network, the rate of traffic accidents in Yunnan Province has been rising continuously. Among them, the problems of overlimit and overload in road transport enterprises are particularly prominent, and it is of significant difficulties to manage. To reduce the risk of accidents, it is extremely important to control the overlimit and overload of road transport in Yunnan Province. The substantial measures are to strengthen supervision and control of the source of freight. This requires “five major systems”as the main body, to establish and improve the mechanism of supervision for the source of freight, and to carry out specific work with the “three major sources”as the path of implementation of freight supervision to comprehensively manage for real outcome.
