环境影响评价中公众参与的研究和实践

近年来,公众环境意识急剧上升为一种热切关注、积极参与的环保热情。在各种发展规划和建设项目进行环境影响评价时,广泛发动公众参与,有益于真正发挥环评＂环保第一关＂的作用。通过大庆至广州国家高速公路江西段环境影响评价中公众意见的调查,客观地反映了沿线群众的意愿及其所关注的环境问题。对反应比较强烈的问题进行深入分析,提出环境保护的原则和初步方案。

Study and Practice on Public Participation for Environment Impact Assessment

Public environment consciousness rapidly rises to the passion for earnest attention and active involvement recently.As making EIA of developing plans and construction projects,extensive public participation is no doubt a profitable way for the environmental impact assessment to play a role of ＇The First Security of Environmental Protection＇.This paper through the public opinions investigation on the EIA of Jiangxi section of Daqing-Guangzhou highway,analyses the expectation of the residents along the line,the degree of support and response objectively the desire of the residents and the environmental problem they care about.Then analyses people＇s pressing concerns in depth,bring out the principle and preliminary scheme of environmental protection.
