中科院与浙江省科技合作模式研究

院地合作是中国科学院参与区域创新体系建设的重要途径,也是中科院面向国民经济主战场推动科技成果转移转化的重要方式。随着院地合作内涵的不断深化和拓展,合作模式呈现出多层次、多主体、多类型等新特征,但也逐渐暴露出一些问题。文章以组织行为理论相关研究为基础,构建了参与主体、动力机制、发挥作用、服务形式四维分析框架,基于该分析框架,凝练提出了中科院与浙江省科技合作的融合模式、平台模式和精准服务模式,同时发现资源整合力度不够、长效运行机制缺乏、企业创新能力不足等问题制约着二者的科技合作成效。基于上述分析,进一步为深化院地合作提出了相关政策建议。

Research on the Mode of S&T Cooperation between Chinese Academy of Sciences and Zhejiang Province

The cooperation between CAS and localities is an important way for CAS to participate in the construction of the regional innovation system, and it is also an important way for CAS to promote the transfer of scientific and technological achievements to the main battlefield of the national economy. With the continuous deepening and expansion of the connotation of S&T cooperation, the cooperation model has shown new features such as multi-level, multi-agent, and multi-type, but it has gradually exposed some problems. Based on the theory of organizational behavior, the article constructs a four-dimensional analysis framework of participation subject, motivation mechanism, function, and service form, concisely proposes the integration mode, platform mode and precise service mode of the S&T cooperation between CAS and Zhejiang Province. At the same time, it was found that insufficient resource integration, lack of long-term operation mechanism, and insufficient innovation ability of enterprises restricted the effectiveness of the S&T cooperation. Based on the above analysis, policy recommendations have been made for further deepening the cooperation between CAS and localities.
