东莞园区生态文明建设的实践与探索

摘    要:基于生态文明"四位一体"的框架,全面分析松山湖、生态园和虎门港等东莞园区生态文明建设情况。总结东莞园区生态文明建设的经验,包括城市规划和建设坚持生态文明理念、项目准入严守生态优先原则等。提出东莞园区存在的突出问题,即:保护生态与经济增长的矛盾、生态孤岛现象出现、生态产业定位同质化。在分析东莞园区现状和总结国内外园区生态文明建设经验的基础上,提出进一步优化园区生态文明建设的对策,即:转变园区生态产业的财政补贴方式、规划布局突出生态化原则、完善生态文明考核机制、建立违背生态文明相关法律的严惩机制、建立体现公共产品特性的园区公交设施。

Abstract:Based on the "four in one" framework of ecological civilization, this paper comprehensively analyzes the situa- tion of ecological garden construction such as Dongguan Songshan lake, ecological garden and Humen port. By summarizing the ex- perience of ecological civilization construction, including urban planning, maintaining ecological civilization concept and obeying the principle of ecological priority in project accessing, etc. , it puts forward some prominent problems as follows: the conflict between ecological protection and economic growth, ecological island phenomenon, ecological industry positioning homogeneity. Based on the experience of ecological civilization construction at home and abroad, this paper raises some countermeasures to optimize the con- struction of ecological civilization, namely, the transformation of the mode of fiscal subsidies in ecological park, highlighting the ec- ological principle when planning layout, perfecting the assessment of ecological civilization, establishing laws and punishment mech- anism, and establishing some public transportations.
