| 摘 要： | 随着中移动高速率网络（EDGE、TD-SCDMA）的建设，网络承载能力的提高使得数据业务发展迅速，现有的数据业务管理平台远远不能满足运营的需求。从提高用户体验的角度出发，探讨了终端管理的必要性，并提出了引入终端管理的数据业务管理系统。
