Compactness in the fine topology

For reasonable spaces (including topological manifolds) X, Y, we characterize compact subsets of the space of continuous maps from X to Y, topologized with the fine (Whitney) C⁰-topology. In the case of smooth manifolds, we characterize also compact subsets of the space of C^r maps in the Whitney C^r topology.
