Abstract:Some of the present or likely future key shifts in the balance of health care in Europe are set out; shifts in when and where and how care is delivered, what is delivered and who is cared for. An illustrative assessment is given of ways in which ORMS can help in coping with the uncertainty, complexity and change that underlies many of the observed shifts in the balance of health care.
