The accumulation of pathological prion protein is used as a diagnostic marker for transmissible spongiform encephalopathies. According to European Union (EU) regulations cattle older than 30 months of age (Germany, France, Italy, and Spain by national law >24 months) and slaughtered for human consumption must be tested by using rapid tests for bovine spongiform encephalopathy (BSE). Likewise fallen stock and clinically affected animals must be tested. This article gives a short overview of the incidence of BSE in Europe. The diagnostic hierarchy, i.e., the officially approved methodology for the confirmation of suspect rapid test cases, and the organization of the numerous laboratories involved in this large-scale testing for BSE are described. Special emphasis is given to necessary quality control measures currently in place for BSE rapid testing laboratories and to measures intended to assure a consistent performance of the commercially available rapid test kits.Presented at BERM-9—Ninth International Symposium on Biological and Environmental Reference Materials, 15–19 June 2003, Berlin, Germany. 相似文献

National measurement systems are infrastructures to ensure, for each nation, a consistent and internationally recognised
basis for measurement. Such complex systems have historical, technical, legal, organisational and institutional aspects to
connect scientific metrology with practical measurements. Underlying any valid measurement is a chain of comparisons linking
the measurement to an accepted standard. The ways the links are forged and the etalons (measurement standards) to which they
connect are defining characteristics of all measurement systems. This is often referred to as traceability which aims at basing
measurements in common measurement units – a key issue for the integration of quantitative chemical analysis with the evolving
physical and engineering measurement systems. Adequate traceability and metrological control make possible new technical capabilities
and new levels of quality assurance and confidence by users in the accuracy and integrity of quantitative analytical results.
Traceability for chemical measurements is difficult to achieve and harder to demonstrate. The supply of appropriate etalons
is critical to the development of metrology systems for chemical analysis. An approach is suggested that involves the development
of networks of specialised reference laboratories able to make matrix-independent reference measurements on submitted samples,
which may then be used as reference materials by an originating laboratory using its practical measurement procedures.

In a seminal paper, Martin Clark (Communications Systems and Random Process Theory, Darlington, 1977, pp. 721–734, 1978) showed how the filtered dynamics giving the optimal estimate of a Markov chain observed in Gaussian noise can be expressed
using an ordinary differential equation. These results offer substantial benefits in filtering and in control, often simplifying
the analysis and an in some settings providing numerical benefits, see, for example Malcolm et al. (J. Appl. Math. Stoch.
Anal., 2007, to appear).
Clark’s method uses a gauge transformation and, in effect, solves the Wonham-Zakai equation using variation of constants.
In this article, we consider the optimal control of a partially observed Markov chain. This problem is discussed in Elliott
et al. (Hidden Markov Models Estimation and Control, Applications of Mathematics Series, vol. 29, 1995). The innovation in our results is that the robust dynamics of Clark are used to compute forward in time dynamics for a simplified

An analytical result is not considered to be complete without a statement of the measurement uncertainty associated with
it. Evaluation of measurement uncertainty is therefore an essential part of every determination. In the present study the
measurement uncertainty of the result of determination of selenium in the reference material Seronorm Trace Elements Serum
was studied. The combination of a digestion procedure using sulfuric acid, V2O5 in H2SO4 and hydrogen peroxide and the continuous flow approach of hydride generation atomic fluorescence spectrometry (HG-AFS) detection
was used for selenium determination. The total uncertainty budget was calculated with the help of the GUM Workbench program,
in which computations follow the rules of the ’ISO guide to the expression of uncertainty in measurement’. The major sources
of uncertainty were found to be due to the recovery of the procedure, measurement of peak heights and the purity of Na2SeO3. A selenium mass fraction of 77.1±4.8 ng/g (with a coverage factor of 2.1, 95% probability) was determined, which is comparable
with the recommended value of 80 ng/g.

The potential approaches for third-party assessment of reference material producers are revisited and the activities of the
Reference Materials (RM) Unit of the Institute for Reference Materials and Measurements (IRMM) to obtain accreditation to
ISO Guide 34 and ISO 17025 are described. Accreditation was related to the Unit as all matrix RM activities of the institute
are concentrated there. A management system was established that allows sufficient flexibility to be applicable to a wide
range of RMs while being precise enough to ensure compliance with ISO Guides 30, 31 and especially 34 and 35. Accreditation
was achieved in 2004 with independent scopes for testing and RM production and was confirmed and extended in 2005. The key
aspects of the RM Unit's management system for RM production are presented.

The analytical methods mass spectrometry, UV/Vis, IR, Raman, Fluorometry, XRD, Mössbauer, and NMR used to elucidate chemical structure are evaluated regarding their capabilities to be used as primary analytical techniques in quantitative measurements, considering the criteria in the CCQM definition of primary methods. This includes a review of the respective measurement equations, the evaluation of the measurement uncertainty, and a discussion of evidence for the “highest metrological level”, as obtained from intercomparisons in contest with other methods. It is shown that only few methods fulfill the CCQM criteria. Quantitative NMR spectroscopy is one of them and may be considered as a potential primary method as recommended by CCQM because of being free of empirical factors in the uncertainty budget. 相似文献

The interlaboratory variability in the quantification of adsorbable organically bound halogens (AOX) in industrially contaminated
soil is presented. Three consecutive rounds of a proficiency testing scheme, in which between 88 and 119 routine laboratories
participated, yielded relative reproducibility standard deviations between 7 and 20% at AOX contents between 10.9 and 268 mg
kg−1. Nineteen laboratories with established proficiency were invited to participate in the certification of the AOX content in
three soil reference materials meant for the internal quality control in analytical laboratories. The certified values are
(1349 ± 59) mg kg−1, (80 ± 7) mg kg−1 and (102 ± 8) mg kg−1, respectively. 相似文献

Electrolytic manganese is an important alloying element for aluminium and steel melts. It is mainly added to melts of aluminium
in the holding furnace as tablets or minitablets (compressed compacts of manganese and aluminium powders). Selenium derivates
are usually added during the production of electrolytic manganese, so some selenium is present in the alloys produced when
electrolytic manganese is added to the aluminium furnace. Since the selenium contents of many alloys are of concern from health
and environmental perspectives, their values should be provided. In this work, a laboratory reference material (LRM) based
on electrolytic manganese was produced to assure our routine quality control method, where selenium is analysed by hydride
generation followed by optical emission spectrometry with inductively coupled plasma (HG–ICP–OES). Therefore, the present
paper describes in detail the preparation procedure for and the results from homogeneity and stability studies performed on
electrolytic manganese LRM. For this purpose, a commercial electrolytic manganese lot was selected and the main factors involved
in the preparation of the material (pretreatment step, homogenization, bottling and storage) were carefully studied and established
in order to guarantee the long-term stability of the LRM. The results obtained showed that the LRM developed was a fit-for-purpose
material for the quality control of the routine analysis of selenium. 相似文献
