中国电子商务思考

网络经济持续走低，但电子商务的发展大方向是不会改变的。在中国，目前的主要问题是宽带网的重复建设、认证机构建设缺乏有效监管、电子商务立法滞后、物流配送系统不完善、标准化问题成为电子商务发展的障碍等，当前应做的主要是：政策的宏观引导、示范推广、加强对宽带网和认证机构建设的监管等。     

Standardization and certification in the area of environmentally degradable plastics

Environmentally degradable polymers and plastics (EDPs) are a group of polymeric materials experiencing a rapid growth in number as well as in their applications and quantities used. The assessment of their key characteristic - degradability, including eventually biodegradability as the ultimate stage, is scientifically and technically a challenging issue and has led to differing interpretations in the past. In order to standardize techniques and criteria a number of standards were established by different standardization bodies which are also used as a basis for certification schemes. An up-to-date inventory of the rapidly growing standardization body is presented with basic interpretation to help guide the non-expert. A basic introduction to EDPs and polymer degradation is added for clarity.     

Using a process-centered approach to minimize the effort of compliance

 The complexity of different quality standards can, in principle, be covered by different approaches and strategies. In-depth process mapping of quality control (QC) work streams was used by the analytical laboratories of Lonza AG to show up the principle differences in being compliant to different quality systems. The results identified two main drivers for all necessary actions: process-related activities and infrastructure-related activities. In addition, a clear indication of the economic impact of these driving forces was gained, which led the laboratories to decide on a process-oriented approach. This approach has the advantage of being able to reflect the different demands of different quality assurance (QA) regulations within the same QC organizational structure. Following the process helps avoid unnecessary efforts in analytical work and represents a very economical approach, at the same time, providing high flexibility to react to different QA or customer demands. 在分析公共云服务认证于市场的意义，总结全球已成功开展公共云服务认证的国家经验的基础上，从3个方面介绍了目前公共云服务认证的研究成果，一是分析公共云服务认证的意义；二是总结全球已成功开展公共云服务认证国家的经验；三是我国公共云服务认证进展情况并提出发展建议。     

A combination of accreditation and certification in an evolving process at EMPA: A management system to meet ISO 9001, ISO 14001 and EN 45001

 The Swiss Federal Laboratories for Materials Testing and Research (EMPA) have established a quality assurance system based on EN 45001 which meets the requirements for accreditation of all EMPA's testing activities. As testing is only a part of EMPA's range of activities, and is performed in decentralised departments, the system does not satisfy the management needs. The fundamental reorganisation of EMPA's St. Gallen site was used as an opportunity to implement an overall process-oriented management system which also included quality and the needs for accreditation. Later, an environmental management system was added and then certified for ISO 9001 and 14001. The system consists of a "Management Manual" for the St. Gallen site and a customised "Quality Manual" for each department. One of the key elements is a comprehensive review and planning procedure covering all business aspects.

基于数字证书的树型结构安全多播方案

该文提出一种基于数字证书的安全多播方案，采用树型的多播拓扑结构。多播树中的每个节点都有一个标识其身份的数字证书，除了成员身份认证外，还可以安全地分发会话密钥和实现会话数据的认证，因而减少了多播群密钥管理的复杂度；由于采用分层的树型多播结构，成员加入和退出有了更大的可扩展性。     

浅析企业质量体系认证认识和操作方面的常见误区

本文重点讲述了质量认证过程中应注意的关键点和经常出现的问题,从对质量认证的认识误区和认证过程的操作误区进行了剖析,并提出了解决这些问题的可操作性意见.     

Interlaboratory comparisons – demonstrating degree of equivalence

 The role of matrix reference materials in the process of demonstrating the degree of equivalence of measurement results obtained from intercomparisons is outlined, reviewing exemplary selected experience gained at BAM regarding the determination of organic contaminants in environmental matrices. The specific characteristics of reference materials employed in the process of demonstrating equivalence between laboratories in the course of proficiency testing as well as the development, comparison and validation of methods are elaborated. The demand is for series of appropriately characterised samples which are fit for the purpose and it is seen from representative examples that the utilisation of such tailor-made RM designed to tackle the specific need of an analytical problem dominates over certified matrix reference materials in this context. Concluding, the role of certified matrix reference materials in quality assurance is briefly looked at both from the user’s and providers’ points of view.
