Analysis of quota assignment and time block duration in multi-block appointment systems

The objective of this study is to propose performance evaluatorsand optimizers for the quota appointment system in many hospitalsand clinics used to smooth the patient flow. This type of queueingsystem with finite population and controlled arrivals is studiedon a single server with exponential service time. Given a targetwaiting time set by the hospital, the quota assignment givingthe minimum chance of underachievement in each time block isderived using a dynamic programming approach. This enables exactcalculations of performance measures of expected waiting time,server overtime and congestion measured in headcount. The optimaltime block duration, in addition to the quota assignment, isexamined using an extended dynamic programming formulation.Special cases of absentees, late arrivals and re-entry patientsare then incorporated into the basic model. Performance measuresare evaluated through two approaches, according to the prioritiesof treatment for the special cases.

The Experience of Industrial Districts Construction in Yokohama City-A Useful Reference for Shanghai Urban Planning

Shanghai and Yokohama are very similar in the positions in their respective state economy and in the orbit of eco-nomic structure development. Since industrial districts in Yokohama city were established dozens years earlier than Shanghai, the experience of Yokohama must be very useful for Shanghai urban planning.

A stochastic programming model for scheduling call centers with global Service Level Agreements

We consider the issue of call center scheduling in an environment where arrivals rates are highly variable, aggregate volumes are uncertain, and the call center is subject to a global service level constraint. This paper is motivated by work with a provider of outsourced technical support services where call volumes exhibit significant variability and uncertainty. The outsourcing contract specifies a Service Level Agreement that must be satisfied over an extended period of a week or month. We formulate the problem as a mixed-integer stochastic program. Our model has two distinctive features. Firstly, we combine the server sizing and staff scheduling steps into a single optimization program. Secondly, we explicitly recognize the uncertainty in period-by-period arrival rates. We show that the stochastic formulation, in general, calculates a higher cost optimal schedule than a model which ignores variability, but that the expected cost of this schedule is lower. We conduct extensive experimentation to compare the solutions of the stochastic program with the deterministic programs, based on mean valued arrivals. We find that, in general, the stochastic model provides a significant reduction in the expected cost of operation. The stochastic model also allows the manager to make informed risk management decisions by evaluating the probability that the Service Level Agreement will be achieved.

一种三臂凿岩台车孔序规划

文章通过分析单臂工作空间和三臂合作工作空间,综合考虑到钻臂之间存在的可能干涉,将三臂凿岩台车划分为3个独立工作区域和2个协作工作区域,使凿岩台车孔序规划问题简化为3-TSP问题,建立各工作孔位间钻架的移动距离总和最小的优化函数,再运用自适应遗传算法求解TSP问题,得到3个钻臂孔序规划的Hamilton回路,从而实现三臂凿岩台车孔序规划。
