New Results on Second-Order Optimality Conditions in Vector Optimization Problems

In this paper, we study second-order optimality conditions for multiobjective optimization problems. By means of different second-order tangent sets, various new second-order necessary optimality conditions are obtained in both scalar and vector optimization. As special cases, we obtain several results found in the literature (see reference list). We present also second-order sufficient optimality conditions so that there is only a very small gap with the necessary optimality conditions. The authors thank Professor P.L. On constraint qualifications for second-order optimality conditions depending on a single Lagrange multiplier

We present new constraint qualifications (CQs) to ensure the validity of some well-known second-order optimality conditions. Our main interest is on second-order conditions that can be associated with numerical methods for solving constrained optimization problems. Such conditions depend on a single Lagrange multiplier, instead of the whole set of Lagrange multipliers. For each condition, we characterize the weakest CQ that guarantees its fulfillment at local minimizers, while proposing new weak conditions implying them. Relations with other CQs are discussed.

Proper solutions of vector optimization problems

We define proper solutions in the Kuhn-Tucker sense for multiobjective mathematical programming problems with parameters in infinite-dimensional spaces and compare them with other definitions via suitable representatives: the Benson, Geoffrion, and Hurwicz properness. Necessary and/or sufficient conditions for proper solutions are proved. Problems with and without constraint qualifications are considered under relaxed convexity and differentiability assumptions.The author is grateful to Prof. W. 行政公益诉讼的缺失与补正

我国已有的行政诉讼制度因其对原告资格的严格限定而导致行政公益诉讼的缺失,致使当行政机关的违法行为损及社会公共利益时,公民无法通过司法手段监督行政行为。在我国,建立行政公益诉讼制度既有其法理基础,又有其现实依据,为我国法治建设所必须。但行政公诉制度的建立并非要彻底否定现有的行政诉讼制度,较为实际的做法是通过司法解释在现有的行政诉讼框架内作出适当的补正。

On Constraint Qualification in Multiobjective Optimization Problems: Semidifferentiable Case

Some versions of constraint qualifications in the semidifferentiable case are considered for a multiobjective optimization problem with inequality constraints. A Maeda-type constraint qualification is given and Kuhn–Tucker-type necessary conditions for efficiency are obtained. In addition, some conditions that ensure the Maeda-type constraint qualification are stated.
