本文主要介绍一套适合海油企业实际业务应用的应急管理信息系统,系统通过模块化、组件化模式实现灵活应用配置,并可根据用户实际应用需求进行模块组合、拆解,为不同领域的企业和厂区搭建适用的定制化应用系统,满足企业日常安全应急管理需求,为应急指挥工作提供辅助决策支持。     

差异化需求下考虑患者预约行为的医疗服务供需匹配方法

如何根据患者的差异化需求,撮合医生与患者双方形成合理有效的医疗服务供需匹配,是医疗服务运作管理中重要的研究问题。本文针对医疗服务中医生与患者的实际需求,提出了一种考虑患者预约行为的匹配决策方法。在该方法中,首先依据患者的预约行为及特征分类;然后,通过计算不同情形下医患双方的差异度,获得了医患双方的满意度矩阵;在此基础上,提出了匹配预约患者与医生的E-HR算法,并进一步构建了匹配剩余患者和医生的多目标优化模型,通过模型求解得到最优匹配结果;最后,通过算例说明了本文提出方法的可行性和实用性。     

云计算在智慧医院信息服务中的应用

随着医疗服务体系的发展和进步,越来越多的医院开始将云计算技术引入信息服务系统,使医院信息化建设得到了迅速发展。文章分析了云计算技术的特点及其在智能医院信息服务中的应用和影响,以期促进该技术在未来的发展和推广。     

Telesurgery QoS improvement over SDN based on a Type‐2 fuzzy system and enhanced cuckoo optimization algorithm

Telemedicine is a new area based on the information and communication technology for collecting, storing, organizing, retrieving and exchanging medical information. One of the most important applications of telemedicine is indeed telesurgery in which an efficient telecommunication infrastructure between the surgery room and remote surgeons need to be established. One of the most important issues to be tackled in telesurgery is to find favorable links for routing as well as providing high Quality of Service (QoS). In this paper, an efficient model based on the hybridization of Type‐2 Fuzzy System (T2FS) and Cuckoo Optimization Algorithm (COA) over the Software Defined Networks (SDN) is proposed in order to achieve optimal and reliable routes for telesurgery application. Using T2FS, the fitness of the links is determined; then, a COA is conducted over the Constraint Shortest Path (CSP) problem to find the best routes. Delay is considered as a CSP problem which is satisfied by trying to find the paths with minimum cost. Due to the NP‐completeness of the CSP problem, an Enhanced COA (so‐called E‐COA) is proposed and utilized as a metaheuristic solver. To the best of our knowledge, this paper is the first SDN‐based communication model that applies both T2FS and E‐COA for assigning proper costs to the network's links, and solves the consequence CSP problem according to the QoS requirement for telesurgery. The model also recognizes and preserves the second‐best routes in order to keep the reliability for such a critical application. In addition to the simulations, the performance evaluation is also conducted on a real experimental scenario. Many comparisons are carried out between the proposed model and other conventional methods, and the evaluation study shows the superiority of the proposed model on all the three QoS‐related metrics, i.e. average end‐to‐end delay, packet loss ratio and PSNR.     

E-business technologies for xRM: Exploring the readiness of public broadcasters

This paper examines the possibilities of enhancing relationship management between public service broadcasters and their stakeholders by harnessing the potential of newest e-business technologies and concepts, such as: social media, digital and interactive TV, and mobile computing. In order to facilitate adoption of relationship management strategy, a framework for leveraging relationship management is proposed. Evaluation was performed within the e-business system of a public broadcaster. This empirical study explored the readiness and expected benefits of relationship management implementation. The research results have indicated that a public broadcaster could achieve a higher level of social responsibility, improve business sustainability, and empower communication and collaboration with all the stakeholders by using emerging technologies for relationship management activities.     

Estimation of quality of service parameters for OFDM–TDMA networks using Markov chains and service curve

This paper presents a model based on Queueing Theory for Orthogonal Frequency‐Division Multiplexing–Time‐Division Multiple Access (OFDM–TDMA) networks. This network model requires a Markovian model to the traffic processes. Thus, we present a Markov Modulated Fluid Model (MMFM) with autocorrelation function fitting for the network traffic, in order to evaluate the performance of the transmission link in OFDM–TDMA systems. That is, we deduce equations for estimating QoS parameters of OFDM–TDMA systems. The obtained results confirm that the proposed network model is efficient in describing the OFDM based link performance. A novel equation is also introduced for estimating the buffer overflow probability in OFDM–TDMA systems using a proposed network service curve. The computational effort is reduced compared to the Queueing Theory based method of overflow probability estimation. Besides, the results show that the estimates are very close to those obtained by simulations.

Discrete particle swarm optimization based multi-objective service path constructing algorithm

Aiming at previous research primarily focused on constructing service paths with a single objective,for exam-ple,latency minimization,cost minimization or load balance,which ignored the overall performance of constructed ser-vice paths,a multi-objective service path constructing algorithm based on discrete particle swarm optimization (MOPSO) was proposed.To promote the convergence rate and improve constructing performance,the criterions for selecting can-didate physical nodes and paths were explored,and a particle position initialization and update strategy (PIFC) was de-signed.Simulation experiments show that the proposed algorithms can improve the overall quality of service paths and increase the success rate and long-term average revenue.     

关于一次风机变频器紧急停车在运行中误动的处理

我公司采用的一次风机变频器配置有就地紧急停车按钮,存在人员误碰的可能,且经咨询其他使用同型号变频器的单位,发生过多起因事故按钮接线松动或按钮接点接触不良而引起变频器误跳闸的事故。为了避免在我公司发生此类事故,需要将变频器就地及远方紧急停车的急停按钮取消。     

部署QoS提高城域网承载多种业务的能力

本文结合青岛城域网的特点,讨论了部署QoS的相关问题,为下一步在城域网中承载多种业务提供了切合实际的参考。
