PPP项目中非完全利益群体的合作形成机制研究

协调政府与社会资本合作的利益分歧,进而实现个体理性向集体理性的趋同,这是纾解PPP项目合作困境的切入点之一。基于合作博弈理论,本文构建PPP项目非完全利益群体的合作形成机制,分析政府与社会资本间“合作共赢”的必要因素。研究表明,由政府与社会资本组成的PPP项目非完全利益群体,可在“理性-效用转移-有效协商”机制的协同作用下主动采取最优合作策略。其中,理性机制验证了政府与社会资本达成合作意向的前提,效用转移机制可实现二者之间的风险-收益对等,有效协商机制将达成政府与社会资本合作的帕累托均衡。     

On Quasiconvex Subgroups of Word Hyperbolic Groups

We prove that a quasiconvex subgroup H of infinite index of a torsion free word hyperbolic group can be embedded in a larger quasiconvex subgroup which is the free product of H and an infinite cyclic group. Some properties of quasiconvex subgroups of word hyperbolic group are also discussed.     

Multiplicative Invariants and Semigroup Algebras

Let G be a finite group acting by automorphism on a lattice A, and hence on the group algebra S=k[A]. The algebra of G-invariants in S is called an algebra of multiplicative invariants. We present an explicit version of a result of Farkas stating that multiplicative invariants of finite reflection groups are semigroup algebras.     

Looking for Difference Sets in Groups with Dihedral Images

We prove four theorems about groups with a dihedral (or cyclic) image containing a difference set. For the first two, suppose G, a group of order 2p with p an odd prime, contains a nontrivial (v, k, ) difference set D with order n = k – prime to p and self-conjugate modulo p. If G has an image of order p, then 0 2a + 2 for a unique choice of = ±1, and for a = (k – )/2p. If G has an image of order 2p, then and ( – 1)/( – 1). There are further constraints on n, a and . We give examples in which these theorems imply no difference set can exist in a group of a specified order, including filling in some entries in Smith's extension to nonabelian groups of Lander's tables. A similar theorem covers the case when p|n. Finally, we show that if G contains a nontrivial (v, k, ) difference set D and has a dihedral image D _2m with either (n, m) = 1 or m = p ^t for p an odd prime dividing n, then one of the C ₂ intersection numbers of D is divisible by m. Again, this gives some non-existence results.     

On the spectral norm of algebraic numbers

In this paper we continue to study the spectral norms and their completions ([4]) in the case of the algebraic closure $ \overline {\mathbb Q} $ of ? in ?. Let $ \widetilde{\overline{\mathbb{Q}}} $ be the completion of $ \overline {\mathbb Q} $ relative to the spectral norm. We prove that $ \widetilde{\overline{\mathbb{Q}}} $ can be identified with the R‐subalgebra of all symmetric functions of C(G), where C(G) denotes the ?‐Banach algebra of all continuous functions defined on the absolute Galois group G = Gal$ {\overline {\mathbb Q}} / {\mathbb Q} $. We prove that any compact, closed to conjugation subset of ? is the pseudo‐orbit of a suitable element of $ \widetilde{\overline{\mathbb{Q}}} $. We also prove that the topological closure of any algebraic number field in $ \widetilde{\overline{\mathbb{Q}}} $ is of the form $\widetilde{\mathbb{Q}[x]}$ with x in $ \widetilde{\overline{\mathbb{Q}}} $.     

Derived Lengths of Solvable Groups Having Five Irreducible Character Degrees II

Let G be a solvable group with five character degrees. Suppose that there is some prime p so that G/O ^p (G) is not Abelian. Also, assume that cd(G) contains a degree that is not divisible by p. Under these hypotheses, we show that the derived length of G is at most 4.     

Polynomial Dehn Functions and the Length of Asynchronously Automatic Structures

We extend the range of observed behaviour among length functionsof optimal asynchronously automatic structures. We do so bymeans of a construction that yields asynchronously automaticgroups with finite aspherical presentations where the Dehn functionof the group is polynomial of arbitrary degree. Many of thesegroups can be embedded in the automorphism group of a free group.Moreover, the fact that the groups have aspherical presentationsmakes them useful tools in the search to determine the spectrumof exponents for second order Dehn functions.
