Public sector output provision is influenced not only by discretionary inputs but also by exogenous environmental factors. In this paper, we extended the literature by developing a conditional DEA estimator of allocative efficiency that allows a decomposition of overall cost efficiency into allocative and technical components while simultaneously controlling for the environment. We apply the model to analyze technical and allocative efficiency of Dutch secondary schools. The results reveal that allocative efficiency represents a significant 37 percent of overall cost efficiency on average, although technical inefficiency is still the dominant part. Furthermore, the results show that the impact of environment largely differs between schools and that having a more unfavorable environment is very expensive to schools. These results highlight the importance of including environmental variables in both technical and allocative efficiency analysis.  相似文献

The last decade has seen paper-and-pencil (P&P) tests being replaced by computerized adaptive tests (CATs) within many testing programs. A CAT may yield several advantages relative to a conventional P&P test. A CAT can determine the questions or test items to administer, allowing each test form to be tailored to a test taker’s skill level. Subsequent items can be chosen to match the capability of the test taker. By adapting to a test taker’s ability, a CAT can acquire more information about a test taker while administering fewer items. A Multiple Stage Adaptive test (MST) provides a means to implement a CAT that allows review before the administration. The MST format is a hybrid between the conventional P&P and CAT formats. This paper presents mixed integer programming models for MST assembly problems. Computational results with commercial optimization software will be given and advantages of the models evaluated.  相似文献

The influence factors of surfactant-type catalysts system on the asymmetric transfer hydrogenation (ATH) of ketones in water, including the length of aliphatic tail, the concentration of catalysts and the solvent, have been investigated. These factors played significant roles on reaction activity and stereo control. With single-chain surfactant-type catalyst Rh-L4, α, β-unsaturated ketones especially the aliphatic derivatives affords excellent regioselectivities and enantioselectivities.  相似文献

A new cephalotane diterpenoid glucoside, cephasinenoside A (1), was isolated from the twigs and leaves of Cephalotaxus sinensis (Rehd. et Wils.) Li. The structure of 1 was established on the basis of spectroscopic analyses and ECD calculations. Compound 1 represents the first cephalotane diterpenoid glycoside which inhibits the proliferation of human acute myeloid leukemia HL-60 cells with a GI50 value of 7.17 ± 1.03 μM.  相似文献

In this paper, we engage with O’Brien’s [O’Brien, F.A., 2004. Scenario planning – lessons for practice from teaching and learning. European Journal of Operational Research 152, 709–722] identification of both pitfalls in teaching scenario planning and proposed remedies for these. We consider these remedies in relation to our own experience – based on our practice in both the academic and business arenas – and we highlight further pitfalls and proposed remedies. Finally, we propose the use of “hard” multi-attribute decision analysis as a complement to “soft” scenario planning, in order to allow a more formal method of strategy evaluation against a range of constructed scenarios, This approach is intended to remedy biases that are associated with holistic evaluations – such as lexicographic ranking – where undue attention is paid to particular strategic objectives at the expense of others. From this discussion, we seek to contribute to cumulative refinement of the scenario process.  相似文献
