Investment and the dynamic cost of income uncertainty: The case of diminishing expectations in agriculture

This paper studies optimal investment and the dynamic cost of income uncertainty, applying a stochastic programming approach. The motivation is given by a case study in Finnish agriculture. The investment decision of a representative farm is modelled as a Markov decision process, extended to account for risk. A numerical framework for studying the dynamic uncertainty cost is presented, modifying the classical expected value of perfect information to a dynamic setting. The uncertainty cost depends on the volatility of income: e.g. with stationary income, the dynamic uncertainty cost corresponds to a dynamic option value of postponing investment. The model can be applied to agricultural policy planning. In the case study, the investment decision is sensitive to risk.     

财政支农专项转移支付制度制定:矫正工商资本下乡异化行为

制定怎样的财政支农专项转移支付制度才能正确引导与矫正工商资本下乡行为？为了探索出能够有效矫正工商资本下乡异化行为的财政制度,文章采用动态博弈的方法剖析工商资本下乡企业的行为。经深入研究发现,国家财政支付制度的实施成效取决于分配制度(“勉励”还是“嘉奖”)及工商资本下乡企业的发展阶段。随着企业的逐渐壮大,在政策机制中融入“嘉奖”制度较事后的“勉励”制度,对于发展农业提升企业利益与反哺农民改善民生的两种行为,可更好的引导工商资本下乡正确与合理的分配资金。     

基于可信性理论的两阶段生产计划模型

为了准确有效地处理农业生产中的不确定性因素,基于可信性理论和两阶段模糊优化方法提出一类新的带有最小风险准则的两阶段模糊农业生产计划模型.然后,讨论可信性函数的逼近方法并且设计一个基于逼近方法、神经网络和模拟退火的启发式算法来求解这个两阶段模糊农业生产计划最小风险模型.最后,给出一个数值例子来表明所设计算法的可行性和有效性.     

农村劳动力资源可持续发展的层次分析

解决“三农”问题的关键是增加农民收入,而增收的主要办法,一是实现农业产业化增加农业收入;二是进行农村劳动力转移增加非农收入.大量的劳动力涌入大中城市对部分行业就业进行了关键的补偿,但同时对城市人口就业也造成了一定的压力,因此能否进行农村劳动力资源可持续的开发成为制约经济、社会、环境等协调发展的重要因素.文章根据可持续发展评估体系,把影响农村劳动力资源可持续发展的系统分为经济、社会、环境、支撑四个子系统,根据各子系统对其可持续开发的影响建立指标体系,用层次分析法分析得到各指标的权重,根据权重制定相应的农村劳动力资源可持续开发的策略.     

Modelling impacts of cropping systems: Demands and solutions for DEX methodology

Decision modelling of diverse groups of problems makes different requirements to the modelling methodologies and software. We present an actual decision problem and the required characteristics of corresponding decision models. The problem is from agronomy and addresses the ecological and economic impacts of cropping systems, with the focus on the differences between cropping systems with conventional crops and the ones with genetically modified crops. We describe the extensions of an existing DEX qualitative multi-attribute modelling methodology, which were made to cope with the challenges of the problem. The extensions address general hierarchical structures, probabilistic utility functions and numerical values of basic attributes. A new, freely available software tool called proDEX was implemented to support the extended methodology. In this paper we describe the problem of cropping system assessment, propose methodological extensions to DEX, and present the implementation of proDEX.     

Long-range timber supply planning for a vertically integrated paper mill

We consider a vertically integrated papermaking operation composed of an integrated pulp and paper mill with its regional supply network. Considering land procurement and harvest rotation as strategic decision variables, we construct a model to establish a long-range timber supply plan that minimizes the total discounted cost of meeting annual virgin wood fiber demand over an infinite horizon. Under appropriate assumptions on costs and storage, the land procurement and harvest rotation decisions are separable with harvest rotation being determined via a forest economics-type equation and land procurement being determined by a newsvendor-type equation.     

Total Synthesis and Biological Evaluation of Heliolactone

Strigolactones are phytohormones, which affect diverse aspects of plant growth and development with potential application in modern agriculture. Recently, heliolactone has been isolated as a non‐canonical type of strigolactone from the root exudates of sunflower, and it could be involved in signaling in the rhizosphere as well as in planta. However, its biological activity is yet to be evaluated, due to its relative chemical instability and its low natural abundance. Herein, we describe the gram‐scale synthesis of heliolactone and its derivatives by using Stille cross‐coupling as the key bond‐forming reaction, and we disclose some of their biological activities (soil stability, binding ability to strigolactone receptor, corn germination, sunflower germination, Orobanche cumana germination and leaf senescence) in comparison with other canonical and non‐canonical strigolactones.
