The virtual agency concept is now used within the United States Government as an alliance approach to manage large research and development (R&D) processes across departments. This paper examines the history of the virtual agency concept and its important characteristics. The paper identifies the potential benefits and associated risks involved in managing R&D within a virtual agency. Three cases are examined where the virtual agency concept has been applied to R&D programs: the High Performance Computing and Communications initiative, the Next Generation Internet, and the Partnership for a New Generation of Vehicles. The case studies indicate that the R&D process is attempting to balance formal process controls with the agility to adapt rapidly to new research opportunities. Virtual agencies can be used to improve organizational efficiency, improve knowledge transfer, increase interoperability through standards, provide better alignment of agency missions with national policy, and introduce increased flexibility into the R&D process. At the same time, the virtual agency concept has major risks including inefficiencies due to organizational complexity, the danger of collective myopia, the problem of adopting standards too early, the difficulty of reaching objectives in a loose organizational structure, and the problem of properly balancing the tension between agency mission objectives and national policy agendas. 相似文献

A mismatch between demand and supply for bandwidth is common in transport carrier networks. This mismatch is generally a result of the disparity between a carrier's capacity buildout and its anticipated customer demand. A carrier with temporary bandwidth deficit or lack of presence in a geographical region and a carrier with surplus capacity in the right locations can be brought together by the emerging bandwidth exchange technology. Bandwidth exchange offers a win-win solution, in which the carrier with a deficit avoids losing revenue by buying capacity from the carrier with surplus, and the latter makes additional revenue by retail sale of its excess capacity. While the concept of real-time purchase and exchange of bandwidth has attracted a lot of attention, many technical challenges stand in the way of making it a reality. The purpose of this article is to provide an engineering framework for enabling real-time bandwidth exchange with committed quality of service and service level agreement among transport carriers. Special emphasis is given to identifying the architectural requirements and the enabling infrastructure necessary for building a viable bandwidth exchange that can be used for creating revenue out of surplus stranded capacity. Indepth analysis of cross-carrier service level agreement specification, capacity publication, route design, and service provisioning are also provided in the article. 相似文献

A parameterisation of the slant-Haar transform is presented, which includes an existing version of the slant-Haar transform. An efficient algorithm for the slant-Haar transform is developed and its computational complexity is estimated. The parametric slant-Haar transforms are compared to the Karhunen-Loeve transform. The parametric slant-Haar is shown to perform better than the commonly used slant-Haar and slant-Hadamard transforms for the first-order Markov model and also performs better than the discrete cosine transform for images approximated by the generalised image correlation model 相似文献

Copper films with (1 1 1) texture are of crucial importance in integrated circuit interconnects. We have deposited strongly (1 1 1)-textured thin films of copper by atomic layer deposition (ALD) using [2,2,6,6-tetramethyl-3,5-heptadionato] Cu(II), Cu(thd)2, as the precursor. The dependence of the microstructure of the films on ALD conditions, such as the number of ALD cycles and the deposition temperature was studied by X-ray diffraction, scanning electron microscopy (SEM), and transmission electron microscopy. Analysis of (1 1 1)-textured films shows the presence of twin planes in the copper grains throughout the films. SEM shows a labyrinthine structure of highly connected, large grains developing as film thickness increases. This leads to low resistivity and suggests high resistance to electromigration. 相似文献

A 43-Gb/s receiver (Rx) and transmitter (Tx) chip set for SONET OC-768 transmission systems is reported. Both ICs are implemented in a 0.18-/spl mu/m SiGe BiCMOS technology featuring 120-GHz f/sub T/ and 100 GHz f/sub max/. The Rx includes a limiting amplifier, a half-rate clock and data recovery unit, a 1:4 demultiplexer, a frequency acquisition aid, and a frequency lock detector. Input sensitivity for a bit-error rate less than 10/sup -9/ is 40 mV and jitter generation better than 230 fs rms. The IC dissipates 2.4 W from a -3.6-V supply voltage. The Tx integrates a half-rate clock multiplier unit with a 4:1 multiplexer. Measured clock jitter generation is better than 170 fs rms. The IC consumes 2.3 W from a -3.6-V supply voltage. 相似文献

A novel driver-assist stability system for all-wheel-drive electric vehicles is introduced. The system helps drivers maintain control in the event of a driving emergency, including heavy braking or obstacle avoidance. The system comprises a fuzzy logic system that independently controls wheel torque to prevent vehicle spin. Another fuzzy wheel slip controller is used to enhance vehicle stability and safety. A neural network is trained to generate the required reference for yaw rate. Vehicle true speed is estimated by a sensor data fusion method. The intrinsic robustness of fuzzy controllers allows the system to operate in different road conditions successfully. Planar laser-induced fluorescence visualisation is used to investigate nonuniformities in the flow of a hypersonic conical nozzle. Possible causes for the nonuniformity are outlined and investigated, and the problem is shown to be due to a small step at the nozzle throat. Entrainment of cold boundary layer gas is postulated as the cause of the signal nonuniformity.

The design, fabrication, and performance of double-stage taper photodiodes (DSTPs) are reported. The objective of this work is to develop devices compatible with 40-Gb/s applications. Such devices require high efficiency, ultrawide band, high optical power handling capability, and compatibility with low-cost module fabrication. The integration of mode size converters improves both the coupling efficiency and the responsivity with a large fiber mode diameter. Responsivity of 0.6 A/W and 0.45 A/W are achieved with a 6-/spl mu/m fiber mode diameter and cleaved fiber, respectively, providing relaxed alignment tolerances (/spl plusmn/1.6 /spl mu/m and /spl plusmn/2 /spl mu/m, respectively), compatible with cost-effective packaging techniques. DSTPs also offer a wide bandwidth greater than 40 GHz and transverse-electric/transverse-magnetic polarization dependence lower than 0.2 dB. Furthermore, a DSTP saturation current as high as 11 mA results in optical power handling greater than +10 dBm and a high output voltage of 0.8 V. These capabilities allow the photodiode to drive the decision circuit without the need of a broad-band electrical amplifier. The DSTP devices presented here demonstrate higher responsivities with large fiber mode diameter and better optical power handling capabilities and are compared with classical side-illuminated photodiodes. 相似文献
