The introduction of individual transferable quotas (ITQs) into a fishery is going to change not only the amount of catch a fleet can take, but often also changes the fleet structure, particularly if total allowable catches are decreased. This can have an impact on the economic, social and environmental outcomes of fisheries management. Management Strategy Evaluation (MSE) modelling approaches are recognised as the most appropriate method for assessing impacts of management, but these require information as to how fleets may change under different management systems. In this study, we test the applicability of data envelopment analysis (DEA) based performance measures as predictors of how a fishing fleet might change under the introduction of ITQs and also at different levels of quota. In particular, we test the assumption that technical efficiency and capacity utilisation are suitable predictors of which boats are likely to exit the fishery. We also consider scale efficiency as an alternative predictor. We apply the analysis to the Torres Strait tropical rock lobster fishery that is transitioning to an ITQ-based management system for one sector of the fishery. The results indicate that capacity utilisation, technical efficiency and scale efficiency are reasonable indicators of who may remain in the fishery post ITQs. We find that the use of these measures to estimate the impacts of lower quota levels provides consistent fleet size estimates at the aggregate level, but which individual vessels are predicted to exit is dependent on the measure used. 相似文献

Direct seeding with a high-harmonic generation (HHG) source can improve the spectral, temporal, and coherence properties of a free-electron laser (FEL) and shall reduce intensity and arrival-time fluctuations. In the seeding experiment sFLASH at the extreme ultraviolet FEL in Hamburg FLASH, which operates in the self-amplified spontaneous emission mode (SASE), the 21st harmonic of an 800 nm laser is refocused into a dedicated seeding undulator. For seeding, the external light field has to overcome the noise level of SASE; therefore, an efficient coupling between seed pulse and electron bunch is mandatory. Thus, an HHG beam with a proper divergence, width, beam quality, Rayleigh length, pointing stability, single-shot pulse energy, and stability in the 21st harmonic is needed. The heightened activity of compounds containing fluorine, especially in the field of pharmaceuticals, provides major impetus for the development of new fluorination procedures. A scalable, versatile, and safe electrochemical fluorination protocol is conferred. The strategy proceeds through a transient (difluoroiodo)arene, generated by anodic oxidation of an iodoarene mediator. Even the isolation of iodine(iii) difluorides was facile since electrolysis was performed in the absence of other reagents. A broad range of hypervalent iodine mediated reactions were achieved in high yields by coupling the electrolysis step with downstream reactions in flow, surpassing limitations of batch chemistry. (Difluoroiodo)arenes are toxic and suffer from chemical instability, so the uninterrupted generation and immediate use in flow is highly advantageous. High flow rates facilitated productivities of up to 834 mg h−1 with vastly reduced reaction times. Integration into a fully automated machine and in-line quenching was key in reducing the hazards surrounding the use of hydrofluoric acid.A scalable, efficient and safe electrochemical fluorination protocol is conferred. Flex-activated mechanophores can be used for small-molecule release in polymers under tension by rupture of covalent bonds that are orthogonal to the polymer main chain. Using static and dynamic quantum chemical methods, we here juxtapose three different mechanical deformation modes in flex-activated mechanophores (end-to-end stretching, direct pulling of the scissile bonds, bond angle bendings) with the aim of proposing ways to optimize the efficiency of flex-activation in experiments. It is found that end-to-end stretching, which is a traditional approach to activate mechanophores in polymers, does not trigger flex-activation, whereas direct pulling of the scissile bonds or displacement of adjacent bond angles are efficient methods to achieve this goal. Based on the structural, energetic and electronic effects responsible for these observations, we propose ways of weakening the scissile bonds experimentally to increase the efficiency of flex-activation. 相似文献
