A Study on Project Selection Framework for Future ICT Technologies

As the broadcasting communication R&D subject supported by the government is diversifying gradually, it becomes more difficult to prioritize investment of limited resources. In this respect, the importance of a strict and objective evaluation index for the national R&D project is growing much bigger in using available resources to achieve the corresponding goal by the R&D project. In addition, recently, the importance of a method to effectively express and evaluate achievement of targets, selection of projects and allocation of resources etc. in the whole process of the national R&D project is being emphasized for the scientific national R&D project. To improve efficiency and effectiveness of the process to select the broadcasting communication R&D project, therefore, this study would like to investigate methodologies and models to select projects including more systematic and scientific verification systems and indexes etc. for the R&D planning suitable for the broadcasting communication field focused on major precedent studies and advanced cases and to derive a method to improve them.

Applying Process Simulation Technique to Value Engineering Model: A Case Study of Hospital Building Project

Applying value engineering (VE) in a construction project has proven to be an effective way to save the cost of a project. Different VE models have been developed and used in construction projects in the past. One common attribute of construction projects is the dependence of a highly qualitative decision making process: capturing, interpreting, and quantifying expert's subjective judgment. This study proposes an advanced five-phase VE model, each phase of which consists of a series of steps to better quantify subjective opinions of VE team members. Construction simulation technique, the Cyclic Operation Network, is used as a means to minimize subjectivity in estimating the value of different alternatives in terms of time and cost savings. A case study shows that the advanced five-phase VE model improves analysis, assessment, and decision on VE. This new approach has a great potential to minimize subjectivity during VE process and improves VE decision-making process by using quantitatively derived data from the simulation analysis.     

Rescuing Troubled Software Projects by Team Transformation: A Case Study With an ERP Project

Many software projects fail, whether failure is measured in terms of budget, schedule, or some other requirement. The causes of such failures are many, but are not always easily recognized. This is not the least due to the human dimension of corporate activities, as spurious or misdiagnosed issues in Enterprise Resource Planning (ERP) projects can take on a life of their own and become a magnet for company politics. This paper reports an industrial case in which the senior management attempted to deal with a troubled ERP implementation (SAP R/3) in an international fast moving consumer goods (FMCG) company during 2001 and 2002. This paper reflects this dimension as it uses original emails and PowerPoint slides to recount a number of representative episodes in a troubled but ultimately successful project. At the heart of this success is the realization that whereas it can be difficult and time-consuming to do root-cause analyses, it is relatively simple to identify problem owners. In this case, the senior management without IT backgrounds turned around a failing project by reorganizing the team structure according to process areas so that issues in each process area had one problem owner. We summarize the management's actions into a troubleshooting framework, and in addition, suggest three actions for rescuing troubled projects: keep the project manager but narrow down the manager's scope of responsibility to one or two process areas; assign the right people to be responsible for other process areas; and have the General Manager chair the ERP meetings.

Project Pathogens: The Anatomy of Omission Errors in Construction and Resource Engineering Project

Construction and engineering projects are typically complex in nature and are prone to cost and schedule overruns. A significant factor that often contributes to these overruns is rework. Omissions errors, in particular, have been found to account for as much as 38% of the total rework costs experienced. To date, there has been limited research that has sought to determine the underlying factors that contribute to omission errors in construction and engineering projects. Using data derived from 59 in-depth interviews undertaken with various project participants, a generic systemic causal model of the key factors that contributed to omission errors is presented. The developed causal model can improve understanding of the archetypal nature and underlying dynamics of omission errors. Error management strategies that can be considered for implementation in projects are also discussed.
