There are new opportunities for the application of problem structuring methods to address science and technology risk conflicts through stakeholder dialogue. Most previous approaches to addressing risk conflicts have been developed from a traditional risk communication perspective, which tends to construct engagement between stakeholders based on the assumption that scientists evaluate technologies using facts, and lay participants do so based on their values. ‘Understanding the facts’ is generally privileged, so the value framings of experts often remain unexposed, and the perspectives of lay participants are marginalized. When this happens, risk communication methodologies fail to achieve authentic dialogue and can exacerbate conflict. This paper introduces ‘Issues Mapping’, a problem structuring method that enables dialogue by using visual modelling techniques to clarify issues and develop mutual understanding between stakeholders. A case study of the first application of Issues Mapping is presented, which engaged science and community protagonists in the genetic engineering debate in New Zealand. Participant and researcher evaluations suggest that Issues Mapping helped to break down stereotypes of both scientists and environmental activists; increased mutual understanding; reduced conflict; identified common ground; started building trust; and supported the emergence of policy options that all stakeholders in the room could live with. This paper contributes a new methodology called Waste And Source-matter ANalyses (WASAN) which supports a group in building agreeable actions for safely minimising avoidable waste. WASAN integrates influences from the Operational Research (OR) methodologies/philosophies of Problem Structuring Methods, Systems Thinking, simulation modelling and sensitivity analysis as well as industry approaches of Waste Management Hierarchy, Hazard Operability (HAZOP) Studies and As Low As Reasonably Practicable (ALARP). The paper shows how these influences are compiled into facilitative structures that support managers in developing recommendations on how to reduce avoidable waste production. WASAN is being designed as Health and Safety Executive Guidance on what constitutes good decision making practice for the companies that manage nuclear sites. When we use a PSM what is it we are actually doing? An answer to this question would enable the PSM community to considerably enlarge the available source of case studies by the inclusion of examples of non-codified PSM use. We start from Checkland’s own proposal for a “constitutive definition” of SSM, which originated from trying to answer the question of knowing when a claim of SSM use was legitimate. By extending this idea to a generic constitutive definition for all PSMs leads us to propose a self-consistent labelling schema for observed phenomena arising from PSMs in action. This consists of a set of testable propositions, which, through observation of putative PSM use, can be used to assess validity of claims of PSM use. Such evidential support for the propositions as may be found in putative PSM use can then make it back into a broader axiomatic formulation of PSMs through the use of a set-theoretic approach, which enables our method to scale to large data sets. The theoretical underpinning to our work is in causal realism and middle range theory. We illustrate our approach through the analysis of three case studies drawn from engineering organisations, a rich source of possible non-codified PSM use. The combination of a method for judging cases of non-codified PSM use, sound theoretical underpinning, and scalability to large data sets, we believe leads to a demystification of PSMs and should encourage their wider use. 相似文献

We describe a cutting plane algorithm for an integer programming problem that arises in forest harvest scheduling. Spatial harvest scheduling models optimize the binary decisions of cutting or not cutting forest management units in different time period subject to logistical, economic and environmental restrictions. One of the most common constraints requires that the contiguous size of harvest openings (i.e., clear-cuts) cannot exceed an area threshold in any given time period or over a set of periods called green-up. These so-called adjacency or green-up constraints make the harvest scheduling problem combinatorial in nature and very hard to solve. Our proposed cutting plane algorithm starts with a model without area restrictions and adds constraints only if a violation occurs during optimization. Since violations are less likely if the threshold area is large, the number of constraints is kept to a minimum. The utility of the approach is illustrated by an application, where the landowner needs to assess the cost of forest certification that involves clear-cut size restrictions stricter than what is required by law. We run empirical tests and find that the new method performs best when existing models fail: when the number of units is high or the allowable clear-cut size is large relative to average unit size. Since this scenario is the norm rather than the exception in forestry, we suggest that timber industries would greatly benefit from the method. In conclusion, we describe a series of potential applications beyond forestry. 相似文献

This paper proposes a method of Integrated Process Simulation (MIPS), which considers the dynamic, stochastic and systemic characteristics of mining operations to support investment decisions in this industry. This MIPS supports development of a Decision Support System (DSS) that considers product quality, process productivity and production costs. A case study is described that used the MIPS to make better investment decisions. The MIPS has proven, in practice, to be effective in several applications; for example, in defining the maintenance policy for critical equipment in an iron ore concentration plant; the process for removing impurities and simulating the company's budget to evaluate the viability of different business plans. 相似文献

Elevated fuel loads are contributing to an increase in the occurrence of, and area burned by, severe wildfires in many regions across the globe. In an attempt to reverse this trend, fire and land management agencies are investing in extensive fuel management programs. However, the planning of fuel treatment activities poses complicated decision-making problems with spatial and temporal dimensions. Here, we present a mixed integer programming model for spatially explicit multi-period scheduling of fuel treatments. The model provides a flexible framework that allows for landscape heterogeneity and a range of ecological and operational considerations and constraints. The model’s functionality is demonstrated on a series of hypothetical test landscapes and a number of implementation issues are discussed. 相似文献

A novel approach to problem-structuring for decisions relating to the sustainable development of large-scale infrastructure is presented. The philosophical (a critical realist ontology and epistemology), psychological (implications of behavioural and cognitive psychology), and systems dimensions (dynamics and emergent properties) of the problem are discussed, and form the basis of the approach. The problem is structured as a system of “trilemmas” (a means of representing and criticising sets of three competing forces), representing different aspects of the problem and considered in the context of a number of problem dimensions. A case study relating to the development of a sustainable water system for a major Australian metropolis is developed to test the value of the approach. 相似文献

This paper presents a multi-level Taguchi-factorial two-stage stochastic programming (MTTSP) approach for supporting water resources management under parameter uncertainties and their interactions. MTTSP is capable of performing uncertainty analysis, policy analysis, factor screening, and interaction detection in a comprehensive and systematic way. A water resources management problem is used to demonstrate the applicability of the proposed approach. The results indicate that interval solutions can be generated for the objective function and decision variables, and a variety of decision alternatives can be obtained under different policy scenarios. The experimental data obtained from the Taguchi’s orthogonal array design are helpful in identifying the significant factors affecting the total net benefit. Then the findings from the multi-level factorial experiment reveal the latent interactions among those important factors and their curvature effects on the model response. Such a sequential strategy of experimental designs is useful in analyzing the interactions for a large number of factors in a computationally efficient manner. 相似文献

Soft OR tools have increasingly been used to support the strategic development of companies at operational and managerial levels. However, we still lack OR applications that can be useful in dealing with the “implementation gap”, understood as the scarcity of resources available to organizations seeking to align their existing processes and structures with a new strategy. In this paper we contribute to filling that gap, describing an action research case study where we supported strategy implementation in a Latin American multinational corporation through a soft OR methodology. We enhanced the ‘Methodology to support organizational self-transformation’, inspired by the Viable System Model, with substantive improvements in data collection and analyses. Those adjustments became necessary to facilitate second order learning and agreements on required structural changes among a large number of participants. This case study contributes to the soft OR and strategy literature with insights about the promise and constraints of this soft OR methodology to collectively structure complex decisions that support organizational redesign and strategy implementation. 相似文献
