The pervasiveness and impact on society and on every day human life of technology has led to a growing awareness that science and technology cannot be considered above or beyond the realm of value judgements and hence of ethics. This is especially true for Operations Research / Management Science (OR/MS), that particular science which is concerned with methodologies for scientifically deciding how to design and operate man-machine systems in an optimal way, usually under conditions requiring the allocation of scarce resources. Here we try to give a historical account of the growing interest for ethics within the OR/MS community from its birth to present days. Starting from attempts to define models and codes of ethical behaviour in our profession, the OR/MS community has arrived at more fundamental questions about the ethical responsibility it faces in a world of growing inequalities and in which the ever greater stress that human activities impose on the environment puts at risk the very survival of human kind.  相似文献

Since ethical concerns are calling for more attention within Operational Research, we present three approaches to combine Operational Research models with ethics. Our intention is to clarify the trade-offs faced by the OR community, in particular the tension between the scientific legitimacy of OR models (ethics outside OR models) and the integration of ethics within models (ethics within OR models). Presenting and discussing an approach that combines OR models with the process of OR (ethics beyond OR models), we suggest rigorous ways to express the relation between ethics and OR models. As our work is exploratory, we are trying to avoid a dogmatic attitude and call for further research. We argue that there are interesting avenues for research at the theoretical, methodological and applied levels and that the OR community can contribute to an innovative, constructive and responsible social dialogue about its ethics.  相似文献

Many issues are under debate as to the philosophical nature of OR/MS: is it science or technology? Is it natural or social science? Can it be realist as well as being interpretivist? There are also many debates within the philosophy of science itself. This paper proposes that a particular account of the philosophy of science, known as ‘critical realism’, is especially suitable as an underpinning of OR/MS. The structure of the argument of this paper is to outline the main positions within the philosophy of science and highlight their problems, especially from the point of view of OR/MS; then to introduce critical realism and to show how it addresses these problems and how it is particularly appropriate for OR/MS; and finally to illustrate this by considering examples of various practical OR methods.  相似文献

There has been a growing acceptance of the view that OR can be more appropriately understood as a technology rather than as a science. This view has, however, not been fully developed. This paper seeks to extend this area of investigation by addressing three issues: first, to consider why it is inappropriate to see OR as a science; second, if OR is to be seen as a technology, to ask what model of a technology, the classical or the modern, should be adopted; finally, to explore what implications for understanding OR are held by the most appropriate model of OR as technology. This paper shows that valuable insights might be gained for understanding and guiding the development of OR by seeing it as a technology.  相似文献

Operational researchers help managers decide what they ought to do and yet this is generally evaluated in terms of efficiency or effectiveness, not ethicality. However, the combination of the tremendous power of global corporations and the financial markets, and the problems the world faces in terms of economic and environmental sustainability, has led to a revival of interest in ethical approaches. This paper explores a relatively recent and innovative process called discourse ethics. This is very different from traditional ethical systems in taking ethical decisions away from individuals or committees and putting them in the hands of the actual people who are involved and affected through processes of debate and deliberation. The paper demonstrates that discourse ethics has strong connections to OR, especially in the areas of soft and critical systems, and that OR can actually contribute to the practical operationalisation of discourse ethics. At the same time, discourse ethics can provide a rigorous discursive framework for “ethics beyond the model”.  相似文献

It is argued that the cultural roots within Europe are powerful links and that there exist other regions as well, powerfully stamped by Indian, Chinese, Japanese, or Arabian and other cultures; we need a modus vivendi of “cooperative competition”; can OR/MS help (Section 1)? The history of European culture will be outlined (Section 2), particularly with a focus on European philosophy, beginning with the Greek pre-Socratics. Then, the influence of European philosophy on OR/MS will be sketched (Section 3) with respect to mathematics, state organisation, self-control, ethics, and philosophy of science. Finally, an extension of OR/MS education programmes toward philosophy will be recommended (Section 4).  相似文献

As a new generation of problem-structuring methods (PSM) develops in operational research (OR) practice, the issue of ethics needs attention. This paper aims to contribute to examining ethics in the practice of problem structuring. The paper argues that PSM could influence ethical reflection but the scope of new developments is limited, as it is also the scope of ethical codes or norms in OR. Ethics needs to be understood as a continuous development by individuals in relation to existing frameworks and codes. This view of ethics is inspired by Michel Foucault's ideas on power and ethics. Using Foucault's ideas, two main areas of inquiry are suggested to enhance critical reflection about ethics: (a) individualization of forms of ethics, and (b) possibilities and constraints of ethics in power relations. Using these two areas, practitioners reflect on the ethics of their practice and relate it to their own ethical development.  相似文献

In 1980 a seminar of operational researchers and practitioners from a variety of different countries concluded that there was a remarkable consensus about the way that the process of operational research and systems analysis should be understood and practised. Since then the development of new methods has continued apace, stimulated by interaction with the social sciences and paradigms other than natural science. This paper enters the debate, started in this journal, about the nature of OR's status as science or technology. It recognizes the historic claims of science on OR, but it suggests that for ‘private’ consumption, technology will prove more fruitful, and for ‘public’ consumption practitioners will increasingly adopt the label ‘consultant’. Ackoff's original six-step method of OR is updated to reflect current OR practice. The process suggested acknowledges the importance of context, socio-political factors and the growing role of facilitation.  相似文献

This paper presents the results of a questionnaire survey of operational research/management science (OR/MS) practices in Taiwanese companies. The survey was addressed to the current status and future perspectives of OR/MS in Taiwan. During the spring of 2001, 2000 questionnaires were mailed to the top 1000 domestic manufacturing firms and top 1000 domestic service organizations. These asked questions concerning specific OR/MS techniques being used, application areas of OR/MS, reasons for using OR/MS, reasons for not using OR/MS, difficulties encountered practically, and future perspectives. Results from 262 valid respondents provided several informative findings. Compared with the 1995 survey of Kao et al, it found that the percentage of companies that have used OR/MS techniques increased from 62.7% in 1995 to 76.7% in 2001. Also, the percentage of companies that have never heard of OR/MS decreased from 16.1% in 1995 to 11.1% in 2001. Because of the Taiwan government recently developing educational and training programs in OR/MS, it found that the importance of OR/MS has been recognized by Taiwan companies as an efficient management tool for economic development, and the usage of OR/MS will continuously increase.  相似文献

This paper explores the trends in American and British management science/operational research (MS/OR) during the last 25 years. We argue that British MS/OR has developed a soft and systemic approach to MS/OR practice, which has resulted in the emergence of a number of interpretive and critical-oriented methodologies. American MS/OR practice has remained closed to the positivistic discourse. Using a set of keywords and authors’ names associated with the main features of the interpretive and critical MS discourses, we surveyed articles published in three major US MS/OR journals. We compare these results with trends in the UK MS/OR scene. Findings appear to confirm the different directions taken by the MS/OR practice across the Atlantic. The paper posits possible reasons underpinning these differences: firstly, the particular methodological path followed by the British MS/OR, from early ‘soft systems’ applications in the early 1970s to the now well-established ‘Problem Structuring Methods’; and secondly, continuous engagement between the systems and MS/OR British communities (a dialogue that seems not to have occurred in the US). The paper contributes to a reflection on the MS/OR historical developments and contrasts these developments in both countries, two areas of OR significantly under-researched.  相似文献

This paper describes our experience with a case study that was intended to provide business students with a straightforward exercise in operational research/management science (OR/MS) but which consistently produces a learning experience for students that is quite different from that envisaged when the case was originally written. An effort is made to explain the surprising results in the classroom. This example demonstrates the fact that building OR/MS models often reveals important dimensions of a problem that otherwise might remain unexplored. The richness of this case also demonstrates the value of exposing OR/MS students to real problems through the use of cases.  相似文献

Disasters are large intractable problems that test the ability of communities and nations to effectively protect their populations and infrastructure, to reduce both human and property loss, and to rapidly recover. The seeming randomness of impacts and problems and uniqueness of incidents demand dynamic, real-time, effective and cost efficient solutions, thus making the topic very suitable for OR/MS research. While social sciences and humanities literatures enjoy an abundance of articles on disaster management, the OR/MS community is yet to produce a critical mass. In this paper, we survey the literature to identify potential research directions in disaster operations, discuss relevant issues, and provide a starting point for interested researchers.  相似文献

This paper investigates and discusses the use of systemic methodologies (SMs) developed in management science/operational research (MS/OR), in particular, those SM that have been informing the complexity inherent in environmental management and sustainable (EM/S) practices. By surveying a sample of the top MS/OR and systems journals, we assess the extent to which systemic management science methodologies developed recently have been used in tackling EM/S problems. Titles and abstracts of EM/S applications published in MS/OR and systems journals between 1989 and 2009 were queried for the occurrence of typical keywords associated with a set of SMs (eg, complexity theory, systems dynamics, soft systems, critical systems, viable systems model). The survey identifies a set of articles representing the practice of either a particular methodology or of a mixture of various SMs in EM/S setting. By assembling and critically reviewing a sample of applications in EM/S the paper hopes to raise awareness among environmentalists, operational researchers and management scientists of the benefits of using systemic approaches developed in MS/OR and, in this way, to encourage further exchange and conversation between these fields of management.  相似文献

Some of the most influential pioneers of OR felt disappointed by the way it developed in the 1960s and 1970s. In their view, the original intention to create a holistic, interdisciplinary science addressed to strategic problems was betrayed. Problem structuring methods (PSMs) have made a significant contribution to taking OR/MS forward again in the direction charted by those pioneers. From a theoretical perspective, however, it is clear that the opportunities provided by PSMs tend to be limited to those drawn from the interpretive paradigm. That is only one way of adding to the positivist/quantitative approach of classical OR/MS. This paper suggests that OR has an obligation to explore a wider range of theoretical options and to convert the possibilities offered by all of these into a form that managers and management scientists can use. Only in this way can OR be reinvented to live up to the ambitions of its founders.  相似文献

Implementations of Big Data analysis are reshaping society. The novel ways mathematics operate in society warrants new efforts for mathematics education, both in teaching the new technology and in providing an ethical and critical awareness of its implications. This interview study investigates pre-service teachers' ethical reasoning in data science contexts, focusing on aspects of access to the data that underpin the technology. Findings show that pre-service teachers offer a wide array of ethical arguments related to access to data, that informs their effort to think critically on oppressive situations. However, there is also an indication that their reasoning can be limited by lacking understanding of the related data science methodology, implying that mathematics teacher education should encompass more of this.  相似文献

A large-scale field study was undertaken to attempt to improve our understanding of the experiences of operational research and related management science (OR/MS) activities in U.S. industries. Multiple interviews were conducted in 66 major firms. An initial analysis of the data suggests several parameters which might be important to the success of management science activities and which researchers may wish to consider in future efforts at theory building. Examples of such factors are: background of the OR/MS leaders and analysts; succession of leaders; amount of OR/MS exposure in the firm; extent of computer usage in the firm; organizational location; project missions; top management relations; client relations; staff relations; personality conflicts. Selected cases are presented to illustrate the interaction of many of these factors in the reported experiences of several firms. Interface relations are examined with special attention given to data collection and implementation problems. The increasing usage of liaison roles is noted. Further studies are being conducted to compare these U.S. experiences with those of OR/MS activities in other countries.  相似文献

In the 1970s, several articles, mostly expressing views of Operational Research pioneers and academicians appeared discussing the state of OR practice. Motivated by the current developments and advances in computing and information technologies, this paper extends these works by directly surveying the practising population of INFORMS to obtain opinions about the state of OR practice today, and the implications for the future. Additionally, in order to better assess the state of OR practice, interviews were held with a sample of successful practitioners to obtain further input on the results of the survey. Despite some problems, most of the practising community seems to agree that the practice of operational research is still growing. In obtained responses, the community emphasised the importance of communication skills and the need for more integration between information technology and operational research methods in order for OR to achieve its real potential.  相似文献

When OR/MS analysts develop a model, how are they intending this model to be used? There are many different ways in which OR/MS models may be classified and one important categorisation is the intended use of the model. Some models are intended for routine use on a frequent basis, with little or no human intervention. Others form part of human decision process and provide support to that process. Considering model validation, data requirements, added value and possible pitfalls leads to a theory of model use based on four categories: decision automation, routine decision support, investigation and improvement, and generating insights for debate. A pilot investigation in an OR/MS group demonstrates that this categorisation could provide the basis for empirical research into a theory of model use in operational research. A theory of model use would be of value to academics, who could prioritise their work, and to practitioners, who could place their own work in a broader landscape.  相似文献
