近年来,信息安全产品认证认可工作取得了新的进展:理清了工作思路,制定了推动方案并形成新的工作机制。今天,信息安全产品认证管理委员会的正式成立,标志着我国信息安全产品认证认可工作跨入了一个新的阶段。这一局面的取得,得益于国家质检总局、国家认监委的有利领导,得益于公安部、安全部、信息产业部、国家保密局、国家密码管理局等有关部门的大力支持和协同。在这里,我谨代表国务院信息化工作办公室向支持这一工作的各个部门表示衷心的感谢。  相似文献

2001年4月,国务院决定成立国家认证认可监督管理委员会,统一管理监督和综合协调全国的认证认可工作,按照市场经济体制要求建立起了新的认证认可管理模式,为按照WTO国民待遇原则开展产品认证,建立统一高效、内外一致的国家认证认可和合格评定制度提供了体制保障。对强制性产品认证实行统一目录、统一标准和合格评定程序、统一标志、统一收费的“四个统一”,是我国认证认可工作的一项重大改革,也是我国在入世谈判中就有关认证认可工作做出的庄严承诺。“四个统一”实施以后,将把国家对内、对外的两套认证认可管理体系完全统一起来,建立起全国统一、内外一致的认证认可及合格评定制度,真正兑现我国入世谈判中的有关承诺,体现世贸组织有关协议的国民待遇原则。我国的认证认可工作与国际规范接轨,有效保证了我国在入世后以更加积极的姿态,解决产品强制认证中统一目录、标准、法规和标志的问题,切实消除技术性贸易壁垒,进一步推动全方位、多层次、宽领域的对外开放。现在新的国家强制性产品认证管理办法及收费办法等已正式公布,并将于2002年5月1日起开始实施。与此同时,国家强制性产品认证标志将统一为新的“中国强制性认证”标志(3C标志)。为便于读者更好地理解和贯彻实施国家认监会的文件精神,本刊特将有关  相似文献

The ITALSAT propagation experiment, started in early 1991, allows an extensive program of measurements at 18.7, 39.6, and 49.5 GHz. This paper reports the results obtained so far from copolar signal measurements carried out at the Earth station of Spine d'Adda from 1993 to 1995. 在ZnO薄膜上采用不同溅射功率制作了Au薄膜,研究不同溅射功率对Au膜成膜速率、结晶质量和结合力的影响,表明在本实验中100 W功率下Au膜的成膜质量比较好。同时对ZnO薄膜电阻的影响进行了研究,结果表明溅射功率越高,ZnO导通的可能性越大,通过实验,溅射工艺在100 W下制备的Au薄膜对ZnO电阻影响最小。  相似文献

We study the asymptotic stability of a singularly perturbed nonlinear time-invariant systemS v , which has three vastly different time scales. The systemS v is approximated by three simpler systems over different time intervals. This work addresses the unification of some basic functions and thresholds used in non-parametric estimation of signals by shrinkage in the wavelet domain. The soft and hard thresholding functions are presented as degenerate smooth sigmoid-based shrinkage functions. The shrinkage achieved by this new family of sigmoid-based functions is then shown to be equivalent to a regularization of wavelet coefficients associated with a class of penalty functions. Some sigmoid-based penalty functions are calculated, and their properties are discussed. The unification also concerns the universal and the minimax thresholds used to calibrate standard soft and hard thresholding functions: these thresholds pertain to a wide class of thresholds, called the detection thresholds. These thresholds depend on two parameters describing the sparsity degree for the wavelet representation of a signal. It is also shown that the non-degenerate sigmoid shrinkage adjusted with the new detection thresholds is as performant as the best up-to-date parametric and computationally expensive method. This justifies the relevance of sigmoid shrinkage for noise reduction in large databases or large size images.  相似文献

A number of results in filter bank theory can be viewed using vector space notations. This simplifies the proofs of many important results. In this paper, we first introduce the framework of vector space, and then use this framework to derive some known and some new filter bank results as well. For example, the relation among the Hermitian image property, orthonormality, and the perfect reconstruction (PR) property is well-known for the case of one-dimensional (1-D) analysis/synthesis filter banks. We can prove the same result in a more general vector space setting. This vector space framework has the advantage that even the most general filter banks, namely, multidimensional nonuniform filter banks with rational decimation matrices, become a special case. Many results in 1-D filter bank theory are hence extended to the multidimensional case, with some algebraic manipulations of integer matrices. Some examples are: the equivalence of biorthonormality and the PR property, the interchangeability of analysis and synthesis filters, the connection between analysis/synthesis filter banks and synthesis/analysis transmultiplexers, etc. Furthermore, we obtain the subband convolution scheme by starting from the generalized Parseval's relation in vector space. We present an algorithm based on the finite-difference time-domain method for local refinement of a three-dimensional computational grid in space and time. The method has second-order accuracy in space and time as verified in the numerical examples. A number of test cases with material traverse normal to the grid interfaces were used to assess the long integration time stability of the algorithm. Resulting improvements in the computation time are discussed for a photonic crystal microcavity design that exhibits a sensitive dependence of the quality factor on subwavelength geometrical features.  相似文献

Many monographs point out that differential encoding and decoding is necessary for ef- fectual information transmission against phase ambiguity while seldom discuss the reason why phase ambiguity will emerge inevitably.Available algorithms are specially designed for certain modulation scheme;these algorithms cannot satisfy the requirement of soft-defined radio,which perhaps demands a uniform algorithm for different modulations.This paper proposes a new opinion on phase ambiguity from the view of probability.This opinion believes that modulating symbol sequence can affect,at optimum sampling epoch,the modulated waveform as oscillating carrier has done,and so the stochastic sequence leads to phase ambiguity.Based on a general signal model,this paper also puts forward a novel universal algorithm,which is suitable for different signals,even some new ones,by configuring several parameters.  相似文献
