This paper, which was originally presented at the Second International Working Seminar of the University of Sussex in April 1978, gives an overview of Operational Research as applied to formal education in the United States. It first reviews past work in the field, much of which dates from the mid 1960's, when administrators first turned to O.R. for resolution of education's peculiar crisis situation. From this base, it develops a projection of an attainable state of the science and a proposal for its attainment.  相似文献

This paper examines some important problems in the evaluation and selection of research projects, with particular reference to operational research projects in a central industry research organization. A method for project evaluation is suggested which provides data suitable for use in a powerful and flexible formal procedure for project selection. In evaluating a project, the assessment of resource requirements is based on a probabilistic network plan of the project, and the estimates of benefits are derived from the marginal effects on the industry of performing or not performing the project, using discounted cash flow techniques. The procedure for project selection chooses not only the projects to be undertaken, but also the team sizes that should be used. A wide variety of constraints can be imposed on the system to reflect different aspects of management policy or other special factors. The procedures described have been implemented, and have proved well worth while.  相似文献

Accounts of the development and practice of operational research have commonly stressed its timeless universality as a method for rational decision-making. In this paper operational research is seen as one element in the managerial response to problems of complexity and uncertainty within an economic system characterised by institutionalised conflict. Both the material and ideological functions of ‘management science’ in private and public enterprise are analysed, and characteristics are identified of an emergent ‘workers science’. Editor's Note The title of this paper contrasts the materialistic approach with the idealistic approach, and the content of the paper disowns the latter. Evidently there are alternative but overtly political terms for both adjectives.It would be stupid if O.R. were to ignore the political facts of life which play so great a part in the decisions and policies with which O.R. is concerned. But, as the authors acknowledge, other interpretations of history than those presented here are at least possible.Contributions offering alternative schemata, or based on other paradigms, are invited and will be given careful consideration.  相似文献
