In Fandel and Gal (2001) [Fandel, G., Gal, T., 2001. Redistribution of funds for teaching and research among universities: The case of North Rhine-Westphalia, European Journal of Operational Research 130, 111–120] a solution for a real process of redistributing funds for teaching and research among the universities in North Rhine-Westphalia in Germany according to specific criteria was presented. The solution was based on aggregated proportional data and was determined by a negotiation process. Now that the absolute data with respect to the different subject areas of the universities are available, it is studied, to which extent the results of the redistribution can be justified by the relative efficiency measures using data envelopment analysis. Moreover, the inefficiencies or slacks, respectively, in the usage of personnel give reasons to reallocate the staff among the universities or to reduce it correspondingly.  相似文献

In fisheries, capacity analysis has largely been limited to measuring physical capacity, defined as the maximum amount of output that can be produced per unit of time, given existing plant and equipment and unrestricted availability of variable inputs. An economic measure of capacity can be defined as the maximum revenue attainable for the given fixed inputs, using relevant outputs and output prices. This paper examines these two approaches to capacity by applying data envelopment analysis to physical and economic input/output data for Danish North Sea trawlers. The economic and physical measures are compared and contrasted using correlation analysis. An innovative analysis into the composition of possible revenue increments is also presented and reasons for economic inefficiency of vessels are identified.  相似文献

Researchers and managers have been searching for appropriate methods to explore the relationship between technological innovation capability and competitiveness in recent years. This study attempts to find a systematic quantitative methodology to tackle this problem. In a recent survey covering 182 industrial innovative firms in China, the traditional data envelopment analysis (DEA) model was employed to analyze the data collected. The research results show that only 16% of the enterprises operate on the best-practice frontier and there are some inconsistencies between organizational innovation capability and competitiveness in many enterprises. Decreasing returns to scale were found among about 70% of the inefficient enterprises and increasing returns to scale were found among the remaining 30% of the inefficient enterprises. Thus the internal innovation harmonizing process in these enterprises is considerably inefficient. Based on the restricted ranges of the input/output factors, a multi-objective DEA projection model has also been developed in this study to provide a benchmark for auditing competitiveness. Research results further indicate that there is still much room for enterprises to improve competitiveness in situations of confining score ranges of technological innovation capability and competitiveness.  相似文献

Benefit-cost analysis is required by law and regulation throughout the federal government. Robert Dorfman (1996) declares ‘Three prominent shortcomings of benefit-cost analysis as currently practiced are (1) it does not identify the population segments that the proposed measure benefits or harms (2) it attempts to reduce all comparisons to a single dimension, generally dollars and cents and (3) it conceals the degree of inaccuracy or uncertainty in its estimates.’ The paper develops an approach for conducting benefit-cost analysis derived from data envelopment analysis (DEA) that overcomes each of Dorfman's objections. The models and methodology proposed give decision makers a tool for evaluating alternative policies and projects where there are multiple constituencies who may have conflicting perspectives. This method incorporates multiple incommensurate attributes while allowing for measures of uncertainty. An application is used to illustrate the method. This paper addresses the short-term capacity planning problem in a make-to-order (MTO) operation environment. A mathematical model is presented to aid an operations manager in an MTO environment to select a set of potential customer orders to maximize the operational profit such that all the selected orders are fulfilled by their deadline. With a given capacity limit on each source for each resource type, solving this model leads to an optimal capacity plan as required for the selected orders over a given (finite) planning horizon. The proposed model considers regular time, overtime, and outsourcing as the sources for each resource type. By applying this model to a small MTO operation, this paper demonstrates a contrast between maximal capacity utilization and optimal operational profit.  相似文献

Demand fluctuations that cause variations in output levels will affect a firm’s technical inefficiency. To assess this demand effect, a demand-truncated production function is developed and an “effectiveness” measure is proposed. Often a firm can adjust some input resources influencing the output level in an attempt to match demand. We propose a short-run capacity planning method, termed proactive data envelopment analysis, which quantifies the effectiveness of a firm’s production system under demand uncertainty. Using a stochastic programming DEA approach, we improve upon short-run capacity expansion planning models by accounting for the decreasing marginal benefit of inputs and estimating the expected value of effectiveness, given demand. The law of diminishing marginal returns is an important property of production function; however, constant marginal productivity is usually assumed for capacity expansion problems resulting in biased capacity estimates. Applying the proposed model in an empirical study of convenience stores in Japan demonstrates the actionable advice the model provides about the levels of variable inputs in uncertain demand environments. We conclude that the method is most suitable for characterizing production systems with perishable goods or service systems that cannot store inventories.  相似文献

Due to its highly stochastic nature and complex interaction between services involved, health care has been a demanding area of application for computer simulation. This paper includes details and results of a simulation study realized in the Surgical Emergency Department at Istanbul University School of Medicine. The purpose is to suggest new bed capacities to improve the current system, and also to provide the management with guidelines for their expansion plans. For this aim, arrival rates, treatment procedures, inpatient admittance, and service durations have been carefully analyzed and modeled. The model, coded in SLAM-II simulation language, has been run under several bed capacity scenarios, and resulting queueing and waiting patterns have been discussed in detail.Dedictated to Professor Nusret Fiek  相似文献

One of the most important steps in the application of modeling using data envelopment analysis (DEA) is the choice of input and output variables. In this paper, we develop a formal procedure for a “stepwise” approach to variable selection that involves sequentially maximizing (or minimizing) the average change in the efficiencies as variables are added or dropped from the analysis. After developing the stepwise procedure, applications from classic DEA studies are presented and the new managerial insights gained from the stepwise procedure are discussed. We discuss how this easy to understand and intuitively sound method yields useful managerial results and assists in identifying DEA models that include variables with the largest impact on the DEA results.  相似文献

An underlying assumption in DEA is that the weights coupled with the ratio scales of the inputs and outputs imply linear value functions. In this paper, we present a general modeling approach to deal with outputs and/or inputs that are characterized by nonlinear value functions. To this end, we represent the nonlinear virtual outputs and/or inputs in a piece-wise linear fashion. We give the CCR model that can assess the efficiency of the units in the presence of nonlinear virtual inputs and outputs. Further, we extend the models with the assurance region approach to deal with concave output and convex input value functions. Actually, our formulations indicate a transformation of the original data set to an augmented data set where standard DEA models can then be applied, remaining thus in the grounds of the standard DEA methodology. To underline the usefulness of such a new development, we revisit a previous work of one of the authors dealing with the assessment of the human development index on the light of DEA.  相似文献

Livestock supply must challenge the growth of final demand in the developing countries. This challenge has to take into account its ecological effects since the dairy and livestock sectors are clearly pointed out as human activities which contribute significantly to environmental deterioration. Therefore, livestock activity models have to include desirable and undesirable outputs simultaneously. Using this perspective, we implement a Data Envelopment Analysis model to evaluate shadow prices of outputs under contradictory objectives between the society and the farmers. We show that farmers are able to reduce pollution significantly if society accepts to balance farmers’ opportunity cost. Finally, we observe that initial levels of the CO2 tax implemented in European countries are in line with farmers’ valuation while the current level of the CO2 tax tends to reach the value of pollution targeted by the society.  相似文献

In a recent paper by Mostafaee and Saljooghi [Mostafaee, A., Saljooghi, F.H., 2010. Cost efficiency in data envelopment analysis with data uncertainty. European Journal of Operational Research, 202, 595–603], the authors extend the classical cost efficiency model to address data uncertainty. They claim that the upper bound of the cost efficiency can be obtained at extreme points when the input prices appear in the form of ranges. Sustainable development and sustainability assessment have been of great interest to both academe and practitioners in the past decades. In this study, we review the literature on data envelopment analysis (DEA) applications in sustainability using citation-based approaches. A directional network is constructed based on citation relationships among DEA papers published in journals indexed by the Web of Science database from 1996 to March 2016. We first draw the citation chronological graph to present a complete picture of literature development trajectory since 1996. Then we identify the local main DEA development paths in sustainability research by assigning an importance index, namely search path count (SPC), to each link in the citation network. The local main path suggests that the current key route of DEA applications in sustainability focus on the environmental sustainability. Through the Kamada–Kawai layout algorithm, we find four research clusters in the literature including corporate sustainability assessment, regional sustainability assessment, sustainability composite indicator construction, and sustainability performance analysis. For each of the clusters, we further identify the key articles based on citation network and local citation scores, demonstrate the developmental trajectory of the literature, and suggest future research directions.  相似文献

In a recent article, Briec, Kerstens and Vanden Eeckaut (2004) develop a series of nonparametric, deterministic non-convex technologies integrating traditional returns to scale assumptions into the non-convex FDH model. They show, among other things, how the traditional technical input efficiency measure can be analytically derived for these technology specifications. In this paper, we develop a similar approach to calculate output and graph measures of technical efficiency and indicate the general advantage of such solution strategy via enumeration. Furthermore, several analytical formulas are established and some algorithms are proposed relating the three measurement orientations to one another.  相似文献

This paper discusses the DEA total weight flexibility in the context of the cross-efficiency evaluation. The DMUs in DEA are often assessed with unrealistic weighting schemes in their attempt to achieve the best ratings in their self-evaluation. We claim here that in a peer-appraisal like the cross-efficiency evaluation the cross-efficiencies provided by such weights cannot play the same role as those obtained with more reasonable weights. To address this issue, we propose to calculate the cross-efficiency scores by means of a weighted average of cross-efficiencies, instead of with the usual arithmetic mean, so the aggregation weights reflect the disequilibrium in the profiles of DEA weights that are used. Thus, the cross-efficiencies provided by profiles with large differences in their weights, especially those obtained with zero weights, would be attached lower aggregation weights (less importance) than those provided by more balanced profiles of weights.  相似文献

Recently new models of data envelopment analysis (DEA) were introduced that incorporate production trade-offs between inputs and outputs or based on them weight restrictions. In this paper, we develop a computational procedure suitable for the practical application of such models. We show that the standard two-stage optimisation procedure used in DEA to test the full efficiency of units and identify their efficient targets may work incorrectly in the new models. The modified procedure consists of three stages: the first evaluates the radial efficiency of the unit, the second identifies its efficient target, and the third its reference set of efficient peers. Each stage requires solving one linear program for each unit.  相似文献

Network data envelopment analysis (DEA) concerns using the DEA technique to measure the relative efficiency of a system, taking into account its internal structure. The results are more meaningful and informative than those obtained from the conventional black-box approach, where the operations of the component processes are ignored. This paper reviews studies on network DEA by examining the models used and the structures of the network system of the problem being studied. This review highlights some directions for future studies from the methodological point of view, and is inspirational for exploring new areas of application from the empirical point of view.  相似文献

This note shows that the data envelopment analysis (DEA) models formulated by Chen and Lu [L.H. Chen, H.W. Lu, An extended assignment problem considering multiple inputs and outputs, Appl. Math. Efficiency measurement is an important issue for any firm or organization. Efficiency measurement allows organizations to compare their performance with their competitors’ and then develop corresponding plans to improve performance. Various efficiency measurement tools, such as conventional statistical methods and non-parametric methods, have been successfully developed in the literature. Among these tools, the data envelopment analysis (DEA) approach is one of the most widely discussed. However, problems of discrimination between efficient and inefficient decision-making units also exist in the DEA context (Adler and Yazhemsky, 2010). In this paper, a two-stage approach of integrating independent component analysis (ICA) and data envelopment analysis (DEA) is proposed to overcome this issue. We suggest using ICA first to extract the input variables for generating independent components, then selecting the ICs representing the independent sources of input variables, and finally, inputting the selected ICs as new variables in the DEA model. A simulated dataset and a hospital dataset provided by the Office of Statistics in Taiwan’s Department of Health are used to demonstrate the validity of the proposed two-stage approach. The results show that the proposed method can not only separate performance differences between the DMUs but also improve the discriminatory capability of the DEA’s efficiency measurement.  相似文献

Public sector output provision is influenced not only by discretionary inputs but also by exogenous environmental factors. In this paper, we extended the literature by developing a conditional DEA estimator of allocative efficiency that allows a decomposition of overall cost efficiency into allocative and technical components while simultaneously controlling for the environment. We apply the model to analyze technical and allocative efficiency of Dutch secondary schools. The results reveal that allocative efficiency represents a significant 37 percent of overall cost efficiency on average, although technical inefficiency is still the dominant part. Furthermore, the results show that the impact of environment largely differs between schools and that having a more unfavorable environment is very expensive to schools. These results highlight the importance of including environmental variables in both technical and allocative efficiency analysis.  相似文献

Firms employing offshore outsourcing strategies may face both exchange rate and demand uncertainties. In this paper, we show that the firms may benefit from operational option to switch production by keeping capacities with both domestic and foreign suppliers. The value of the operational option increases as the exchange rate uncertainty or demand uncertainty increases. In addition, when the firms become risk-averse, they may use domestic capacity to hedge against offshore capacity. As a result, the firms may choose to hold local capacity even if it exhibits negative marginal contribution to the profit. Furthermore, risk-averse firms may keep more total capacity than risk-neutral firms.  相似文献
