Data envelopment analysis (DEA) is an approach based on linear programming to assess the relative efficiency of peer decision-making units (DMUs). Typically, each DMU is free to choose the weights of the factors used in its evaluation. However, the evaluator's preferences may not warrant so much freedom. Several approaches have been proposed to allow the incorporation of managerial preferences in DEA, but few address the additive DEA model specifically. This paper presents additive DEA models that use multi-criteria decision analysis concepts to incorporate managerial preferences, and presents the corresponding preference elicitation protocols. The models developed allow the incorporation of preferences at different levels: on valuing performance improvements, on introducing weight restrictions, and on finding adequate targets. These were application-driven developments, resulting from discussing modelling options and preliminary results with the top-level management of a retail chain in the context of an assessment of stores’ performance, also described in this paper.

It is well known that Olympic Games often use Lexicographic preference to rank the nations that won the medals. However, Lexicographic preference is not the underlying preference that is used in the standard DEA models. Hence, we discuss the issue of the underlying preferences in DEA models for measuring the performance of nations at the Olympic Games, and then propose new DEA models with Lexicographic preference to measure the performance of the nations.

Data Envelopment Analysis (DEA) is basically a linear programming-based technique used for measuring the relative performance of organizational units, referred to as Decision Making Units (DMUs). The flexibility in selecting the weights in standard DEA models deters the comparison among DMUs on a common base. Moreover, these weights are not suitable to measure the preferences of a decision maker (DM). For dealing with the first difficulty, the concept of common weights was proposed in the DEA literature. But, none of the common weights approaches address the second difficulty. This paper proposes an alternative approach that we term as ‘preference common weights’, which is both practical and intellectually consistent with the DEA philosophy. To do this, we introduce a multiple objective linear programming model in which objective functions are input/output variables subject to the constraints similar to the equations that define production possibility set of standard DEA models. Then by using the Zionts–Wallenius method, we can generate common weights as the DM's underlying value structure about objective functions.

Data envelopment analysis (DEA) performance evaluation can be implemented from either optimistic or pessimistic perspectives. For an overall performance evaluation from both perspectives, bounded DEA models are introduced to evaluate decision making units (DMUs) in terms of interval efficiencies. This paper reveals unreachability of efficiency and distortion of frontiers associated with the existing bounded DEA models. New bounded DEA models against these problems are proposed by integrating the archetypal optimistic and pessimistic DEA models into a model with bounded efficiency. It provides a new way of deriving empirical estimates of efficiency frontiers in tune with that identified by the archetypal models. Without distortion of frontiers, all DMUs reach interval efficiencies in accordance with that determined by the archetypal models. A unified evaluation and classification result is derived and the efficiency relationships between DMUs are preserved. It is shown that the newly proposed models are more reliable for overall performance evaluation in practice, as illustrated empirically by two examples.

It has been well recognized that to thoroughly evaluate a firm’s performance, the evaluator must assess not only its past and present records but also future potential. However, to the best of our knowledge, there are no data envelopment analysis (DEA)-type models proposed in the literature that simultaneously take past, present and, especially, future performance indicators into account. Hence, this research aims at developing a new type of DEA model referred to as Intertemporal DEA models that can be used to fully measure a firm’s efficiency by explicitly considering its key inputs and outputs involving the past-present-future time span. In this research, the proposed Intertemporal DEA models are applied to the performance evaluation of high-tech Integrated Circuit design companies in Taiwan to demonstrate their advantages over other DEA models that ignore intertemporal efficiency.

Data envelopment analysis (DEA) and multiple objective linear programming (MOLP) can be used as tools in management control and planning. The existing models have been established during the investigation of the relations between the output-oriented dual DEA model and the minimax reference point formulations, namely the super-ideal point model, the ideal point model and the shortest distance model. Through these models, the decision makers’ preferences are considered by interactive trade-off analysis procedures in multiple objective linear programming. These models only consider the output-oriented dual DEA model, which is a radial model that focuses more on output increase. In this paper, we improve those models to obtain models that address both inputs and outputs. Our main aim is to decrease total input consumption and increase total output production which results in solving one mathematical programming model instead of n models. Numerical illustration is provided to show some advantages of our method over the previous methods.

DEA models with undesirable inputs and outputs
Data Envelopment Analysis (DEA) models with undesirable inputs and outputs have been frequently discussed in DEA literature, e.g., via data transformation. These studies were scatted in the literature, and often confined to some particular applications. In this paper we present a systematic investigation on model building of DEA without transferring undesirable data. We first describe the disposability assumptions and a number of different performance measures in the presence of undesirable inputs and outputs, and then discuss different combinations of the disposability assumptions and the metrics. This approach leads to a unified presentation of several classes of DEA models with undesirable inputs and/or outputs.

This paper compares the results from data envelopment analysis (DEA) to a naïve efficiency measurement model, which generates a scalar efficiency score by averaging all output–input ratios. Random data and real-life data are used to test the relative performance of the naïve model against various DEA models. The results suggest that the proposed the naïve model replicates DEA efficiency scores almost perfectly for constant return-to-scales and low heterogeneity in output–input data. It is therefore concluded that heterogeneity in output–input data is important to take advantage of the capability of DEA. It is also shown that heterogeneity is more relevant to efficiency measurement than the number of dimensions.

Data envelopment analysis (DEA) is a mathematical approach to measuring the relative efficiency of peer decision making units (DMUs). It is particularly useful where no a priori information on the tradeoffs or relations among various performance measures is available. However, it is very desirable if “evaluation standards,” when they can be established, be incorporated into DEA performance evaluation. This is especially important when service operations are under investigation, because service standards are generally difficult to establish. The approaches that have been developed to incorporate evaluation standards into DEA, as reported in the literature, have tended to be rather indirect, focusing primarily on the multipliers in DEA models. This paper introduces a new way of building performance standards directly into the DEA structure when context-dependent activity matrixes exist for different classes of DMUs. For example, two sets of branches, whose transaction times are known to be different from each other, usually have two different activity matrixes. We develop a procedure so that a set of standard DMUs can be generated and incorporated directly into the DEA analysis. The proposed approach is applied to a sample of 100 branches of a major Canadian bank where different sets of time standards exist for three distinct groups of branches.

This paper aims to assess the performance of a sample of completed building projects in Oregon by employing the range-adjusted measure, a slack-based data envelopment analysis (DEA) model. In the first stage of analysis, project efficiency ratings (ie composite indicators) are derived using selected single performance indicators in a no-output model; whereas in the second stage, censored Tobit regression is employed to model the efficiency ratings. The results indicate that only four out of the 50 sample projects are efficient within the DEA context. Moreover, there is not much evidence for systematic effects of project size on DEA efficiency rating.

Data envelopment analysis applied to quality in primary health care
The performance of primary care should ultimately be judged on its effect on the health outcome of individual patients. However, for the foreseeable future, it is inconceivable that the outcome data necessary to come to a judgement on performance will be available. And in any case, specification of the statistical model necessary to analyze outcome is fraught with difficulty. This paper therefore sets out a model of primary care performance which is based on the premise that certain measurable quality indicators can act as proxies for outcome. This being the case, a model of performance can be deduced which takes into account the effect of resources and patient characteristics on outcome. The most appropriate analytic technique to make this model operational is data envelopment analysis (DEA). It is argued that DEA can handle multiple dimensions of performance more comfortably, and is less vulnerable to the misspecification bias that afflicts statistically based models. The issues are illustrated with an example from English Family Health Service Authorities.

Data envelopment analysis (DEA) is one of often used modeling tools for efficiency and performance evaluation of decision making units. Ratio DEA (DEA-R) is a group of novel mathematical models that combines standard DEA methodology and ratio analysis. The efficiency score given by standard DEA CCR model is less than or equal to that given by DEA-R model. In case of single input or single output the efficiency scores in CCR and DEA-R models are identical. The paper deals with DEA-R models without explicit inputs, i.e. models where only pure outputs or index data are taken into account. A basic DEA-R model without explicit inputs is formulated and a relation between output-oriented DEA models without explicit inputs and output-oriented DEA-R models is analyzed. Central resource allocation and slack-based measure models within DEA-R framework are examined. Finally they are used for projections of decision making units on the efficient frontier. The results of the proposed models are applied for efficiency evaluation of 15 units (Chinese research institutes) and they are discussed.

Data envelopment analysis (DEA) is popularly used to evaluate relative efficiency among public or private firms. Most DEA models are established by individually maximizing each firm's efficiency according to its advantageous expectation by a ratio. Some scholars have pointed out the interesting relationship between the multiobjective linear programming (MOLP) problem and the DEA problem. They also introduced the common weight approach to DEA based on MOLP. This paper proposes a new linear programming problem for computing the efficiency of a decision-making unit (DMU). The proposed model differs from traditional and existing multiobjective DEA models in that its objective function is the difference between inputs and outputs instead of the outputs/inputs ratio. Then an MOLP problem, based on the introduced linear programming problem, is formulated for the computation of common weights for all DMUs. To be precise, the modified Chebychev distance and the ideal point of MOLP are used to generate common weights. The dual problem of this model is also investigated. Finally, this study presents an actual case study analysing R&D efficiency of 10 TFT-LCD companies in Taiwan to illustrate this new approach. Our model demonstrates better performance than the traditional DEA model as well as some of the most important existing multiobjective DEA models.

In this paper stochastic models in data envelopment analysis (DEA) are developed by taking into account the possibility of random variations in input-output data, and dominance structures on the DEA envelopment side are used to incorporate the modelbuilder's preferences and to discriminate efficiencies among decision making units (DMUs). The efficiency measure for a DMU is defined via joint dominantly probabilistic comparisons of inputs and outputs with other DMUs and can be characterized by solving a chance constrained programming problem. Deterministic equivalents are obtained for multivariate symmetric random errors and for a single random factor in the production relationships. The goal programming technique is utilized in deriving linear deterministic equivalents and their dual forms. The relationship between the general stochastic DEA models and the conventional DEA models is also discussed.

Network data envelopment analysis (DEA) models the internal structures of decision-making units (DMUs). Unlike the standard DEA model, multiplier-based network DEA models are often highly non-linear and cannot be converted into linear programs. As such, obtaining a non-linear network DEA's global optimal solution is a challenge because it corresponds to a nonconvex optimization problem. In this paper, we introduce a conic relaxation model that searches for the global optimum to the general multiplier-based network DEA model. We reformulate the general network DEA models and relax the new models into second order cone programming (SOCP) problems. In comparison with linear relaxation models, which is potentially applicable to general network DEA structures, the conic relaxation model guarantees applicability in general network DEA, since McCormick envelopes involved are ensured to be finite. Furthermore, the conic relaxation model avoids unnecessary linear relaxations of some nonlinear constraints. It generates, in a more convenient manner, feasible approximations and tighter upper bounds on the global optimal overall efficiency. Compared with a line-parameter search method that has been applied to solve non-linear network DEA models, the conic relaxation model keeps track of the distances between the optimal overall efficiency and its approximations. As a result, it is able to determine whether a qualified approximation has been achieved or not, with the help of a branch and bound algorithm. Hence, our proposed approach can substantially reduce the computations involved.

In this paper, several concepts of portfolio efficiency testing are compared, based either on data envelopment analysis (DEA) or the second-order stochastic dominance (SSD) relation: constant return to scale DEA models, variable return to scale (VRS) DEA models, diversification-consistent DEA models, pairwise SSD efficiency tests, convex SSD efficiency tests and full SSD portfolio efficiency tests. Especially, the equivalence between VRS DEA model with binary weights and the SSD pairwise efficiency test is proved. DEA models equivalent to convex SSD efficiency tests and full SSD portfolio efficiency tests are also formulated. In the empirical application, the efficiency testing of 48 US representative industry portfolios using all considered DEA models and SSD tests is presented. The obtained efficiency sets are compared. A special attention is paid to the case of small number of the inputs and outputs. It is empirically shown that DEA models equivalent either to the convex SSD test or to the SSD portfolio efficiency test work well even with quite small number of inputs and outputs. However, the reduced VRS DEA model with binary weights is not able to identify all the pairwise SSD efficient portfolios.
