Extended VIKOR method in comparison with outranking methods
The VIKOR method was developed to solve MCDM problems with conflicting and noncommensurable (different units) criteria, assuming that compromising is acceptable for conflict resolution, the decision maker wants a solution that is the closest to the ideal, and the alternatives are evaluated according to all established criteria. This method focuses on ranking and selecting from a set of alternatives in the presence of conflicting criteria, and on proposing compromise solution (one or more). The VIKOR method is extended with a stability analysis determining the weight stability intervals and with trade-offs analysis. The extended VIKOR method is compared with three multicriteria decision making methods: TOPSIS, PROMETHEE, and ELECTRE. A numerical example illustrates an application of the VIKOR method, and the results by all four considered methods are compared.

The Technique for Order Preference by Similarity to the Ideal Solution (TOPSIS), one of the major multi attribute decision making (MADM) techniques, ranks the alternatives according to their distances from the ideal and the negative ideal solution. In real evaluation and decision making problems, it is vital to involve several people and experts from different functional areas in decision making process. Also under many conditions, crisp data are inadequate to model real-life situations, since human judgments including preferences are often vague and cannot estimate his preference with an exact numerical value. Therefore aggregation of fuzzy concept, group decision making and TOPSIS methods that we denote “fuzzy group TOPSIS” is more practical than original TOPSIS.

Inferring an ELECTRE TRI Model from Assignment Examples
Given a finite set of alternatives, the sorting problem consists in the assignment of each alternative to one of the pre-defined categories. In this paper, we are interested in multiple criteria sorting problems and, more precisely, in the existing method ELECTRE TRI. This method requires the elicitation of parameters (weights, thresholds, category limits,...) in order to construct the Decision Maker's (DM) preference model. A direct elicitation of these parameters being rather difficult, we proceed to solve this problem in a way that requires from the DM much less cognitive effort. We elicit these parameters indirectly using holistic information given by the DM through assignment examples. We propose an interactive approach that infers the parameters of an ELECTRE TRI model from assignment examples. The determination of an ELECTRE TRI model that best restitutes the assignment examples is formulated through an optimization problem. The interactive aspect of this approach lies in the possibility given to the DM to revise his/her assignment examples and/or to give additional information before the optimization phase restarts.

Given a finite set of alternatives A, the sorting (or assignment) problem consists in the assignment of each alternative to one of the pre-defined categories. In this paper, we are interested in multiple criteria sorting problems and, more precisely, in the existing method ELECTRE TRI. This method requires the elicitation of preferential parameters (weights, thresholds, category limits,…) in order to construct a preference model which the decision maker (DM) accepts as a working hypothesis in the decision aid study. A direct elicitation of these parameters requiring a high cognitive effort from the DM (V. Mosseau, R. Slowinski, Journal of Global Optimization 12 (2) (1998) 174), proposed an interactive aggregation–disaggregation approach that infers ELECTRE TRI parameters indirectly from holistic information, i.e., assignment examples. In this approach, the determination of ELECTRE TRI parameters that best restore the assignment examples is formulated through a nonlinear optimization program. In this paper, we consider the subproblem of the determination of the weights only (the thresholds and category limits being fixed). This subproblem leads to solve a linear program (rather than nonlinear in the global inference model). Numerical experiments were conducted so as to check the behaviour of this disaggregation tool. Results showed that this tool is able to infer weights that restores in a stable way the assignment examples and that it is able to identify “inconsistencies” in the assignment examples.

Selecting the most suitable registry alternative for shipping fleets has become a highly complex strategic activity for ship owners in the maritime transportation industry, and necessitates consideration of both internal and external environmental factors, which can be both qualitative and quantitative. The aim of this paper is to propose an originally structured multi-methodological approach based on the systematic application of the SWOT analysis, the AHP and the TOPSIS methods to support the critical decision process on shipping registry selection under multiple criteria. In the proposed approach, the SWOT analysis is utilized to determine the key assessment factors on the shipping registry decision and to structure the decision hierarchy. While the AHP is used to measure the relative importance of evaluation criteria in this decision hierarchy, the TOPSIS is applied to rank the shipping registry alternatives. As a case study, major open registries are analyzed to select the most suitable of them for the fleet that is operated by a worldwide ship owner. The results show that the proposed multi-methodological approach takes the advantages of the SWOT analysis, the AHP and the TOPSIS to select the most suitable shipping registry. The proposed approach also provides a relatively simple and very well suited decision-making tool for this type of strategic decision making problem.

We describe ways of aiding decision making with a discrete set of alternatives. In many decision situations, it is not possible to obtain explicit preference information from the decision makers. Instead, useful decision-aid can be provided to the decision makers by describing what kind of weighting of the criteria result in certain choices of the alternatives. The suggested treatment is based on the basic ideas of the ELECTRE III method. The modelling of the preferences by pseudo-criteria is especially helpful in case the data, that is, the criterion values are imprecise. Unlike ELECTRE III, no ranking of the alternatives is produced. Based on a minimum-procedure in the exploitation of the outranking relations, we provide information about the weights of the criteria that make a certain alternative the best. We also present an interactive searching procedure in the weighting space. The auxiliary optimization problems to be solved are nondifferentiable. Cases with both single and multiple decision makers are considered.

The aim of this paper is to develop a new fuzzy closeness (FC) methodology for multi-attribute decision making (MADM) in fuzzy environments, which is an important research field in decision science and operations research. The TOPSIS method based on an aggregating function representing “closeness to the ideal solution” is one of the well-known MADM methods. However, while the highest ranked alternative by the TOPSIS method is the best in terms of its ranking index, this does not mean that it is always the closest to the ideal solution. Furthermore, the TOPSIS method presumes crisp data while fuzziness is inherent in decision data and decision making processes, so that fuzzy ratings using linguistic variables are better suited for assessing decision alternatives. In this paper, a new FC method for MADM under fuzzy environments is developed by introducing a multi-attribute ranking index based on the particular measure of closeness to the ideal solution, which is developed from the fuzzy weighted Minkowski distance used as an aggregating function in a compromise programming method. The FC method of compromise ranking determines a compromise solution, providing a maximum “group utility” for the “majority” and a minimum individual regret for the “opponent”. A real example of a personnel selection problem is examined to demonstrate the implementation process of the method proposed in this paper.

An extension of TOPSIS (technique for order performance by similarity to ideal solution), a multi-attribute decision making (MADM) technique, to a group decision environment is investigated. TOPSIS is a practical and useful technique for ranking and selection of a number of externally determined alternatives through distance measures. To get a broad view of the techniques used, we provide a few options for the operations, such as normalization, distance measures and mean operators, at each of the corresponding steps of TOPSIS. In addition, the preferences of more than one decision maker are internally aggregated into the TOPSIS procedure. Unlike in previous developments, our group preferences are aggregated within the procedure. The proposed model is indeed a unified process and it will be readily applicable to many real-world decision making situations without increasing the computational burden. In the final part, the effects of external aggregation and internal aggregation of group preferences for TOPSIS with different computational combinations are compared using examples. The results have demonstrated our model to be both robust and efficient.

We consider multicriteria decision problems where the actions are evaluated on a set of ordinal criteria. The evaluation of each alternative with respect to each criterion may be uncertain and/or imprecise and is provided by one or several experts. We model this evaluation as a basic belief assignment (BBA). In order to compare the different pairs of alternatives according to each criterion, the concept of first belief dominance is proposed. Additionally, criteria weights are also expressed by means of a BBA. A model inspired by ELECTRE I is developed and illustrated by a pedagogical example.

Decision risk analysis for an interval TOPSIS method
TOPSIS is a multi-attribute decision making (MADM) technique for ranking and selection of a number of externally determined alternatives through distance measures. When the collected data for each criterion is interval and the risk attitude for a decision maker is unknown, we present a new TOPSIS method for normalizing the collected data and ranking the alternatives. The results show that the decision maker with different risk attitude ranks the different alternatives.

Group decision making is the process to explore the best choice among the screened alternatives under predefined criteria with corresponding weights from assessment of a group of decision makers. The Fuzzy TOPSIS taking an evaluated fuzzy decision matrix as input is a popular tool to analyze the ideal alternative. This research, however, finds that the classical fuzzy TOPSIS produces a misleading result due to some inappropriate definitions, and proposes the rectified fuzzy TOPSIS addressing two technical problems. As the decision accuracy also depends on the evaluation quality of the fuzzy decision matrix comprising rating scores and weights, this research applies compound linguistic ordinal scale as the fuzzy rating scale for expert judgments, and cognitive pairwise comparison for determining the fuzzy weights. The numerical case of a robot selection problem demonstrates the hybrid approach leading to the much reliable result for decision making, comparing with the conventional fuzzy Analytic Hierarchy Process and TOPSIS.

City logistics initiatives are steps taken by municipal administrations to ameliorate the condition of goods transport in cities and reduce their negative impacts on city residents and their environment. Examples of city logistics initiatives are urban distribution centers, congestion pricing, delivery timing and access restrictions. In this paper, we present a hybrid approach based on Affinity Diagram, AHP and fuzzy TOPSIS for evaluating city logistics initiatives. Four initiatives namely vehicle sizing restrictions, congestion charging schemes, urban distribution center and access timing restrictions are considered. The proposed approach consists of four steps. The first step involves identification of criteria for assessing performance of city logistics initiatives using Affinity Diagram. The results are four categories of criteria namely technical, social, economical and environmental. In step 2, a decision making committee comprising of representatives of city logistics stakeholders is formed. These stakeholders are shippers, receivers, transport operators, end consumers and public administrators. The committee members weight the selected criteria using AHP. In step 3, the decision makers provide linguistic ratings to the alternatives (city logistics initiatives) to assess their performance against the selected criteria. These linguistic ratings are then aggregated using fuzzy TOPSIS to generate an overall performance score for each alternative. The alternative with the highest score is finally chosen as most suitable city logistics initiative for improving city sustainability. In the fourth step, we perform sensitivity analysis to evaluate the influence of criteria weights on the selection of the best alternative. The proposed approach is novel and can be practically applied for selecting sustainable city logistics initiatives for cities. Another advantage is its ability to generate solutions under limited quantitative information. An empirical application of the proposed approach is provided.

Let A be a finite set of feasible actions which are judged following several criteria. An outranking relation is defined on A by considering preference of the decision maker as a weak order on each criterion and the relation among criteria as a semi-order on the given set of criteria.Several ways of constructing outranking relations have been proposed. One of the most popular, introduced by B. Roy, for instance ELECTRE(s), is based on the use of weights related to criteria. In our approach, the knowledge of weights is replaced by the existence of a semi-order.A case study is developed. It deals with a computer selection problem.

The ELECTRE III outranking model is particularly suited to aiding the choice between project alternatives on the basis of mainly environmental criteria. The model requires values of three criterion thresholds, the indifference threshold (q), the preference threshold (p) and the veto threshold (v). These allow the uncertainties inherent in the criteria valuations to be incorporated into the decision process. There is, at present, a high degree of subjectivity involved in determining these thresholds, which are expressed in terms of the error/uncertainty associated with the valuations of each of the criteria under scrutiny. If, however, the ELECTRE III outranking model is to be used within a formal environmental appraisal system, the thresholds which govern the outranking relationship of one project option over another must take account of the effect on human beings of the difference between any two criterion scores. The authors suggest a new method for applying the standard ELECTRE III model to decision-aid problems within the formal mechanism of environmental impact assessment. This involves a new, more comprehensive approach for specifying realistic limits for p, q and v, within the context of an environmental appraisal, where both criterion error/uncertainty and human sensitivity to differing levels of the criterion are taken into account. Threshold valuations for noise impacts from a highway project are used to illustrate the proposed method.

As international corporate activities increase, their staffing involves more strategic concerns. However, foreign assignments have many differences, and dissatisfaction with the host country is a known cause of expatriate failure. From the point of view of an expatriate candidate, the decision of whether to take an expatriate assignment can be regarded as a FMCDM (fuzzy multiple criteria decision making) problem. This paper describes a fuzzy AHP (fuzzy analytic hierarchy process) to determine the weighting of subjective judgments. Using the Sugeno integral for λ-fuzzy measure, and using the nonadditive fuzzy integral technique to evaluate the synthetic utility values of the alternatives and the fuzzy weights, then the best host country alternative can be derived with the grey relation model. The authors further combine the grey relation model based on the concepts of TOPSIS (technique for order preference by similarity to ideal solution) to evaluate and select the best alternative. A real case of expatriate assignment decision-making was used to demonstrate that the grey relation model combined with the ideas of TOPSIS results in a satisfactory and effective evaluation.

TOPSIS is one of the well-known methods for multiple attribute decision making (MADM). In this paper, we extend the TOPSIS method to solve multiple attribute group decision making (MAGDM) problems in interval-valued intuitionistic fuzzy environment in which all the preference information provided by the decision-makers is presented as interval-valued intuitionistic fuzzy decision matrices where each of the elements is characterized by interval-valued intuitionistic fuzzy number (IVIFNs), and the information about attribute weights is partially known. First, we use the interval-valued intuitionistic fuzzy hybrid geometric (IIFHG) operator to aggregate all individual interval-valued intuitionistic fuzzy decision matrices provided by the decision-makers into the collective interval-valued intuitionistic fuzzy decision matrix, and then we use the score function to calculate the score of each attribute value and construct the score matrix of the collective interval-valued intuitionistic fuzzy decision matrix. From the score matrix and the given attribute weight information, we establish an optimization model to determine the weights of attributes, and construct the weighted collective interval-valued intuitionistic fuzzy decision matrix, and then determine the interval-valued intuitionistic positive-ideal solution and interval-valued intuitionistic negative-ideal solution. Based on different distance definitions, we calculate the relative closeness of each alternative to the interval-valued intuitionistic positive-ideal solution and rank the alternatives according to the relative closeness to the interval-valued intuitionistic positive-ideal solution and select the most desirable one(s). Finally, an example is used to illustrate the applicability of the proposed approach.
