摘    要:在一定的区域范围内建立污染事故应急联防体系, 对于共享区域应急资源、提高船舶污染事故应急能力具有非常重要的意义. 本文在分析船舶污染事故区域联防体系建设及运营成本构成的基础上, 从污染物种类、污染量、泊位参数、船舶艘次、货物吞吐量、管理因素等方面分析了影响联防体系成本分担责任的影响因素, 并基于熵值分析方法建立了联防体系成本分担模型. 研究的目的旨在促进建立合理有效的区域联防成本分担机制, 以保障联防体系的有效运行和可持续发展.

Abstract:Establishing a pollution accident emergency joint prevention system within a certain area is of great significance for sharing regional emergency resources and improving ship pollution accident emergency response capabilities. Based on the analysis of the cost composition of the construction and operation of the regional joint prevention system for ship pollution accidents, this paper analyzes the influencing factors that affect the cost-sharing of the joint prevention system in terms of pollutant type, pollution volume, berth parameters, ship number, cargo throughput and management factors, etc. Based on the entropy analysis method, the cost sharing model of the joint prevention system is established. The purpose of the research is to promote the establishment of a reasonable and effective cost sharing mechanism to ensure the effective operation and sustainable development of the joint prevention system.
