| 摘 要： | 医疗卫生服务关系到公众健康、人力资源和社会公平,而目前我国医疗卫生改革依然经受着取向模糊的痛苦.本文以发展经济学理论为基础,从医疗卫生公共产品特性的认定入手,分析医疗卫生产品多元化提供的可能性和必要性,指出政府在医疗卫生服务中的责任和医疗市场中的正确定位,并提出了卫生改革发展框架性的对策.
