中国省域新型城镇化与生态环境耦合协调发展研究

摘    要:基于可持续发展视角及PSR模型, 构建新型城镇化与生态环境耦合分析框架, 测算中国31个省域单元2006~2018年新型城镇化和生态环境2大系统的综合水平、耦合度及协调度, 并从发展趋向、耦合协调空间分异和空间类型3个方面进行分析. 结果表明 (1)中国省域新型城镇化与生态环境耦合协调关系共经历高速发展和稳定发展2个阶段; 各省新型城镇化和生态环境耦合程度总体较高, 协调程度总体中等, 耦合及协调程度省域差异明显. (2)中度协调生态环境滞后区和中度协调新型城镇化滞后区主要集中分布在沿海地区, 低度协调区分布在中西部地区, 低度耦合区则多分布在西南及西北地区; 新型城镇化水平很大程度上决定了2大系统耦合协调的强弱, 因此, 推进新型城镇化建设依然是多数省域需要持续关注的重点.

Abstract:Based on the perspective of sustainability and the PSR model, the coupling analysis framework of new urbanization and ecological environment is constructed, and the comprehensive evaluation, coupling degree and coordination degree of new urbanization and ecological environment are calculated for 31 provinces, municipal cities and autonomous regions (herein after referred to as provinces) in China from 2006 to 2018. Analysis is conducted on the development trend, coupling and coordination of spatial differentiation and spatial types. The study results suggest that the coupling and coordination of new urbanization and ecological environment in China’s provinces have undergone two stages of rapid and stable development. The coupling degree of new urbanization and ecological environment in China’s provinces is generally high, and the degree of coordination generally remains at the medium level. The stages of development are varying from one province to another. The regions where both the coordinated ecological environment and the coordinated new urbanization are less developed are concentrated in China’s coastal areas. In center and west are the regions where coordination performs more poorly, while in southwest and northwest are the regions in which coupling is at low level. The level of new urbanization largely determines the strength of the coupling and coordination. Promoting the development of new urbanization is still the focus of the work in most provinces in China.
