摘    要:本文利用模糊评价法和层次分析法来解决评标定标中的问题。首先 ,综合各评委意见 ,对于技术标和企业信誉的各指标采用模糊评价法处理。对于商务标的各指标建立分段函数处理 ,对各指标权重采用层次分析法确定。然后把各指标转化为分值 ,再乘以相应权重 ,综合求得各承包商的最后总得分 ,进行从大到小排序 ,从而最高分者为中标人。

Abstract:by using fuzzy method of evaluation and depth method of analysis the paper seeks for a solution to solve problems in evaluation of bids. Firstly, it aggregates all suggestions of the Engineers and deals with the indictors of technical solution and reputation of the tenders by fuzzy method of evaluation. Secondly, building the piecewise continuous function against business trade of the bid. Thirdly, the weight of the indictor is got by depth method of analysis. Finally, it turns the indictors into scores and multiplies the weight. the scores of tenders come up with. To find the highest one, which belongs to the successful bidders.
