| Abstract: | In this paper a fair method is derived for the problem of apportioning seats among political parties or regions.Moreover,It is proved that this method satisfies fair share and is house monotonicity on certain conditions.That is,no state's allocations deviates from its fair share,and as the total number of seats to be increased,with populations fixed,no state's allocations goes down. |
