| 摘 要： | 依据财政预算资金拨付体系平稳过渡的要求,本文提出了三种平稳过渡策略,建立了预算模式由计划预算模式平稳过渡到支出预算模式的多目标优化模型并给出了相应的算法.数值结果表明,模型可以对不同策略的效果进行评估,并且可以找到可行的解决方案。该模型应用于某单位过渡方案的制定,得到了很好的结果。该项研究无论对政府计划部门,还是企事业单位的预算制度改革都有很重要的作用。

| Abstract: | According to the demands of stable transition of the finance budget model from the plan budget model to the defrayal budget model,this paper presents three stable transition strategies and establishes a goal programming model for stable transition of the budget pattern,and then offers the algorithm with example.The numerical results shows that the model can evaluate the effect of different strategies and can find the feasible scheme.The model has been used to enact a unit ’s feasible transition plan.The study is very important for the government and enterprises. |
