Prais is a social scientist (universities of Birmingham, Cambridge, Chicago); for the past fifteen years he has been responsible for a research team at the National Institute of Economic and Social Research engaged in comparisons of education, training and industrial productivity in Britain and Continental Europe. He is a Fellow of the British Academy. Roger Luxton is Head of Inspection and Advisory Services in the London Borough of Barking and Dagenham.
