浙江省土地资源利用的几个战略问题

本文针对浙江省人增地减，土地资源特别是耕地资源十分紧缺，土地的总需求与总供给间矛盾十分突出的现实状况，为使今后全省国民经济得到持续、稳定、协凋的发展，满足人民生活对农副产品需求量不断增长的客观要求，作者提出了缓解上述矛盾的战略性建议:(1)切实保护耕地资源，主攻中、低产田的单产提高，是近、中期内土地资源利用的战略重点，(2)严格控制非农业建设占用耕地，城乡建设用地应走以内涵挖潜为主的道路，(3)开发低丘缓坡地资源，是增加耕地，扩大园地，提高社会曾供给能力的主要方向，(4)丘陵山区应大力提倡林收结合农牧结合，不断提高资源利用率，这是发展节粮型畜牧业的潜力所在.

Several Strategic Problems on the Land Resources Utilization in Zhejiang Province

In the paper, present situation of the contradictions is presented, such as the population increase and the land decrease, the shortage of land resources, especially of the cultivated land resources, serious lack and the gross demand and supply of land in Zhejiang Province. To get the steady and harmonious development of provincial national economy and to meet the people's increasing demands for farm and side-line products, the authors put forward some strategic proposals to mitigate the above-mentioned contradictions:1. To protect the cultivated land resources and to pay much more attention to per unit area yield improvement of mid-low of the cultivated land are strategic for the land resources utilization in the short and medium term. 2. Non-agricultural construction which takes up the cultivated land should be strictly controlled. Urban and rural construction should adopt the method of tapping potentialities within themselves. 3. The main direction, such as extending cultivated land, enlarging plots and increasing the social gross supply, is to exploit the land resources on the low hill and gentle slope. 4. In the hills and mountains, forestry combined with animal husbandry and agriculture combined with animal husbandry should be energetically advocated and the resources utilization ratio should be continuously improved. The potential lies in the development of both economizing grain type and animal husbandry.
