在当前的公共工程项目突发事件应急管理过程中,公众参与正起着越来越重要的作用。文章基于有限理性假设,考虑公众参与在公共工程项目应急管理中的影响作用,将政府角色细分为中央政府和地方政府两个决策主体,构建了中央政府—地方政府—公众三方的非合作演化博弈模型,分析了不同决策主体的演化稳定策略,模拟了决策过程,并通过仿真验证了模型结论。研究结果显示:公众参与已成为公共工程应急管理决策进程中的重要力量,若三方中的中央政府能够有效的规制地方政府的不规范行为,公众参与能起到较好的“旁站”监督效果,将会促进系统趋向“中央政府有效监督,地方政府有效规制,公众积极参与”的理想演化稳定均衡状态。  相似文献

In this paper, we introduce new approximate projection and proximal algorithms for solving multivalued variational inequalities involving pseudomonotone and Lipschitz continuous multivalued cost mappings in a real Hilbert space. The first proposed algorithm combines the approximate projection method with the Halpern iteration technique. The second one is an extension of the Halpern projection method to variational inequalities by using proximal operators. The strongly convergent theorems are established under standard assumptions imposed on cost mappings. Finally we introduce a new and interesting example to the multivalued cost mapping, and show its pseudomontone and Lipschitz continuous properties. We also present some numerical experiments to illustrate the behavior of the proposed algorithms.

Low-pressure gas discharge plasmas are known to be strongly affected by the presence of small dust particles. This issue plays a role in the investigations of dust particle-forming plasmas, where the dust-induced instabilities may affect the properties of synthesized dust particles. Also, gas discharges with large amounts of microparticles are used in microgravity experiments, where strongly coupled subsystems of charged microparticles represent particle-resolved models of liquids and solids. In this field, deep understanding of dust–plasma interactions is required to construct the discharge configurations which would be able to model the desired generic condensed matter physics as well as, in the interpretation of experiments, to distinguish the plasma phenomena from the generic condensed matter physics phenomena. In this review, we address only physical aspects of dust–plasma interactions, that is, we always imply constant chemical composition of the plasma as well as constant size of the dust particles. We also restrict the review to two discharge types: dc discharge and capacitively coupled rf discharge. We describe the experimental methods used in the investigations of dust–plasma interactions and show the approaches to numerical modelling of the gas discharge plasmas with large amounts of dust. Starting from the basic physical principles governing the dust–plasma interactions, we discuss the state-of-the-art understanding of such complicated, discharge-type-specific phenomena as dust-induced stratification and transverse instability in a dc discharge or void formation and heartbeat instability in an rf discharge.  相似文献

Many modeling strategies for combustion rely on laminar flamelet concepts to determine structure and properties of multi-dimensional and turbulent flames. Using flamelet tabulation strategies, the user anticipates certain aspects of the combustion process prior to the simulation and selects a flamelet model which mimics local flame conditions in the more complex configuration. Flame stretch, which can be decomposed into contributions from strain and curvature, is one of the conditions influencing a flame’s properties, structure, and stability. The objective of this work is to study premixed flame structures in the strain-curvature space using a recently published composition space model (CSM) and three physical space models for canonical flame configurations (stagnation flame, spherical expanding flame and inwardly propagating flame). Flames with effective Lewis numbers both smaller and larger than unity are considered. For canonical laminar flames, the stretch components are inherently determined through boundary conditions and their specific flame configuration. Therefore, canonical flames can only represent a certain sub-set of stretch effects experienced by multi-dimensional and turbulent flames. On the contrary, the CSM allows arbitrary combinations of strain and curvature to be prescribed for premixed flames exceeding the conditions attainable with the canonical flame setups. Thereby, also influences of negative strain effects and large curvatures can be studied. A parameter variation with the CSM shows that flame structures still significantly change outside the region of the canonical flame configurations. Furthermore, limits in the strain-curvature space are discussed. The present paper highlights advantages of composition space modeling which is achieved by detaching the representation of the flame structure from a specific canonical flame configuration in physical space.  相似文献
