Effectivity Functions and Stable Governance Structures

Stability properties of several governance structures are studied by means of their effectivity functions. It is shown that (strong) stability of a governance structure is mainly determined by the collegial nature of the underlying assembly's decision rule.     

Study of the peak effect phenomenon in single crystals of 2H-NbSe2

The weakly pinned single crystals of the hexagonal 2H-NbSe₂ compound have emerged as prototypes for determining and characterizing the phase boundaries of the possible order-disorder transformations in the vortex matter. We present here a status report based on the ac and dc magnetization measurements of the peak effect phenomenon in three crystals of 2H-NbSe₂, in which the critical current densities vary over two orders of magnitude. We sketch the generic vortex phase diagram of a weakly pinned superconductor, which also utilizes theoretical proposals. We also establish the connection between the metastability effects and pinning.     

Time-scale and excitation energy partition in sequential binary decays induced by heavy-ion collisions at ≃6 MeV·A

We studied the sequential binary decay of the systems ³²S+⁴⁵Sc, ⁷⁶Ge, ⁸⁹Y, ⁵⁹Co, ⁶³Cu and ¹⁹F+⁶³Cu induced by collisions at ≃6 MeV·A. The two stages of the process have reaction-times compatible with the dynamics of different mechanisms. The study of the excitation energy partition shows that the reaction mechanism of the first step has influence on the de-excitation of the primary fragments producing two decay components which have different time scale. Novel nonperipheral octa-3-hydroxypropylthio substituted metallo-phthalocyanines: synthesis,characterization, and investigation of their electrochemical,photochemical and computational properties

The current study describes the synthesis, electrochemical, computational, and photochemical properties of octa (3-hydroxypropylthio) substituted cobalt (II) ( 4 ), copper (II) ( 5 ), nickel (II) ( 6 ) and zinc(II) ( 7 ) phthalocyanine derivatives. These novel compounds were characterized by elemental analysis,¹H,¹³C NMR, FT-IR, UV-Vis, and MS. The redox behaviors of these metallo-phthalocyanines were investigated by the cyclic voltammetric method. The optimized molecular structure and gauge-including atomic orbital (GIAO)¹H and¹³C NMR chemical shift values of these phthalocyanines in the ground state had been calculated by using B3LYP/6–31G(d,p) basis set. The outcomes of the optimized molecular structure were given and compared with the experimental NMR values. The photochemical properties including photodegradation and singlet oxygen generation of zinc(II) phthalocyanine were studied in DMSO solution for the determination of its photosensitizer behaviors.     

On Special Orthotropy of Paper

In this paper it is shown that the well known special orthotropy of paper, explained by micromechanical models of complex bodies, actually corresponds to a special case of orthotropy of a plane elastic body. The existence of this special orthotropy was predicted by the author in a previous work.     

Geometrical theory of coupling errors in dielectric optical waveguides

The power losses due to coupling errors between source and fibre or two fibres are evaluated by means of a geometrical analysis of the coupling between an emitting and a detecting surfac. The theory is apllied to actual cases of separation, displacement and misalignment between a uniformly emitting lambertian source and fibre, and between two fibres. Good agreement is obtained with experimental results found in the literature.     

Statistics of the Jones matrix of fibers affected by polarization mode dispersion

We carry out a statistical characterization of Jones matrix eigenvalues and eigenmodes to gain deeper insight into recently proposed fiber models based on Jones matrix spectral decomposition. A set of linear dynamic equations for the Pauli coordinates of the Jones matrix is established. Using stochastic calculus, we determine the joint distribution of the retardation angle of the eigenmodes and, indirectly, their autocorrelation function. The correlation bandwidth of the eigenmodes is found to be radical2/3 that of the polarization mode dispersion vector. The results agree well with simulations performed with the standard retarded plate model.     

Search for neutrino oscillations

A search for ν_μ→ν_e and oscillations has been conducted with the AGS wide-band neutrino beam at the Brookhaven National Laboratory. We find more ν_e ( _e) interactions than were expected on the basis of the number of incident ν_e ( _e) calculated as part of the neutrino beam. The excess is about a factor two over the expectation, the statistical significance being about two and a half standard deviations for ν_e and weaker for _e.
