Based on the minimal reduction strategy, Yang et al. (2011) developed a fixed-sum output data envelopment analysis (FSODEA) approach to evaluate the performance of decision-making units (DMUs) with fixed-sum outputs. However, in terms of such a strategy, all DMUs compete over fixed-sum outputs with “no memory” that will result in differing efficient frontiers’ evaluations. To address the problem, in this study, we propose an equilibrium efficiency frontier data envelopment analysis (EEFDEA) approach, by which all DMUs with fixed-sum outputs can be evaluated based on a common platform (or equilibrium efficient frontier). The proposed approach can be divided into two stages. Stage 1 constructs a common evaluation platform via two strategies: an extended minimal adjustment strategy and an equilibrium competition strategy. The former ensures that original efficient DMUs are still efficient, guaranteeing the existence of a common evaluation platform. The latter makes all DMUs achieve a common equilibrium efficient frontier. Then, based on the common equilibrium efficient frontier, Stage 2 evaluates all DMUs with their original inputs and outputs. Finally, we illustrate the proposed approach by using two numerical examples.  相似文献

This study proposes a use of Data Envelopment Analysis (DEA) for environmental assessment. Firms usually produce not only desirable but also undesirable outputs as a result of their economic activities. The concept of disposability on undesirable outputs is separated into natural and managerial disposability. Natural disposability is an environmental strategy in which firms decrease their inputs to reduce a vector of undesirable outputs. Given the reduced input vector, they attempt to increase desirable outputs as much as possible. Managerial disposability involves the opposite strategy of increasing an input vector. The concept of disposability expresses an environmental strategy that considers a regulation change on undesirable outputs as a new business opportunity. Firms attempt to improve their unified (operational and environmental) performance by utilizing new technology and/or new management. Considering the two disposability concepts, this study discusses how to measure unified efficiency under managerial disposability and then discusses how to measure environmental efficiency. The proposed uses of DEA can serve as an empirical basis for measuring new economic concepts such as “Scale Damages (SD)”, corresponding to scale economies for undesirable outputs, and “Damages to Scale (DTS)”, corresponding to returns to scale for undesirable outputs.  相似文献

Environmental assessment recently becomes a major policy issue in the world. This study discusses how to apply Data Envelopment Analysis (DEA) for environmental assessment. An important feature of the DEA environmental assessment is that it needs to classify outputs into desirable (good) and undesirable (bad) outputs because private and public entities often produce not only desirable outputs but also undesirable outputs as a result of their production activities. This study proposes the three types of unification for DEA environmental assessment by using non-radial DEA models. The first unification considers both an increase and a decrease in the input vector along with a decrease in the direction vector of undesirable outputs. This type of unification measures “unified efficiency”. The second unification considers a decrease in an input vector along with a decrease in the vector of undesirable outputs. This type of unification is referred to as “natural disposability” and measures “unified efficiency under natural disposability”. The third unification considers an increase in an input vector but a decrease in the vector of undesirable outputs. This type of unification is referred to as “managerial disposability” and measures “unified efficiency under managerial disposability”. All the unifications increase the vector of desirable outputs. To document their practical implications, this study has applied the proposed approach to compare the performance of national oil firms with that of international oil firms. This study identifies two important findings on the petroleum industry. One of the two findings is that national oil companies under public ownership outperform international oil companies under private ownership in terms of unified (operational and environmental) efficiency and unified efficiency under natural disposability. However, the performance of international oil companies exhibits an increasing trend in unified efficiency. The other finding is that national oil companies need to satisfy the environmental standard of its own country while international oil companies need to satisfy the international standard that is more restricted than the national standards. As a consequence, international oil companies outperform national oil companies in terms of unified efficiency under managerial disposability.  相似文献

In this paper, the inverse data envelopment analysis (DEA) with the preference of cone constraints will be discussed in a way that in the decision-making units, the undesirable inputs and outputs exist simultaneously. Supposing that the efficiency level does not change, if the unit under assessment increases the level of the desirable outputs and decreases the level of the undesirable outputs, how will it affect the amount of the desirable input level and the undesirable input level? To answer this question, the application of the inverse DEA with preference of cone constraints is suggested. The suggested approach, while maintaining the efficiency level, increases the level of its undesirable input and decreases the level of its desirable input by selection of strongly efficient solutions or some weakly efficient solutions of the multiple objective linear programming (MOLP) model. While maintaining the efficiency level, the suggested approach by selection of strongly efficient solution or some of the weakly efficient solutions of the MOLP model can increase the undesirable input level and decrease the desirable input level. Similarly, the suggested approach can be applied if the decision-making unit increases its undesirable input level and decreases the desirable input level so that the undesirable output level decreases and the desirable output level increases while maintaining the efficiency level. With an increasing attention on the environment, one of the major research thrusts in Data Envelopment Analysis (DEA) based performance evaluation is the undesirable output in the conventional DEA model. There is considerable research published on the undesirable aspects of production outputs. However, the economic implications and the suitability of the DEA models for incorporating the undesirable outputs are less carefully investigated and discussed. In this paper, a comparative study is conducted of typical eco-DEA models to illustrate this issue. We propose a ratio model to evaluate the undesirable as well as the desirable outputs simultaneously. We apply the specially developed model to investigate the impact of production pollutants while conducting the efficiency evaluation in the textile industry of China. The results reveal that the production output-oriented efficiency evaluation can be significantly altered once the environmental aspects are factored into the model.  相似文献

In this paper a data envelopment analysis (DEA) approach to the problem of emission permits reallocation is presented. It can be used with conventional command and control as well as with an allowance market. It uses a centralized point of view, which represents the common good. In the model it is assumed that firms produce two types of outputs: desirable outputs (i.e. good outputs with positive value for consumers) and undesirable outputs (i.e. bad outputs with negative value for consumers, such as emissions of pollutants). The proposed approach has three phases, which correspond to three objectives that are pursued lexicographically. The three objectives are maximizing aggregated desirable production, minimizing undesirable total emissions and minimizing the consumption of input resources. The relative priority of these objectives is defined by the regulator. The whole approach is units-invariant and does not require information on input and output prices. The approach is applied on a dataset from the Swedish pulp and paper industry.  相似文献

Environmental assessment is increasingly important in preventing various types of pollutions. Data Envelopment Analysis (DEA) has been long used as an operational performance measure, but we have insufficiently explored the use of DEA for environmental assessment. This study explores a new use of DEA for the environmental assessment in which outputs are classified into desirable (good) and undesirable (bad) outputs. Such an output separation is important in the DEA-based environmental assessment. This study extends the use of DEA to the measurement of both Returns to Scale (RTS) for desirable outputs and Damages to Scale (DTS) for undesirable outputs. A Range-Adjusted Measure (RAM) is used as a DEA model for this study because the non-radial model can easily combine the two types of outputs in a unified treatment. All the mathematical features regarding the RAM-based RTS/DTS measurement are first discussed from the operational and environmental performance in a separate treatment. Then, this study combines the two performance measures as a unified measure. The RAM-based RTS/DTS is mathematically explored from the unified measure for operational and environmental performance.  相似文献

In data envelopment analysis for environmental performance measurement the undesirable outputs are taken into account. Ones of the standard approaches for dealing with the undesirable outputs are the hyperbolic and the directional distance measures. They both allow a simultaneous expansion of desirable outputs and a contraction of undesirable outputs by means of a single parameter. To meet environmental requirements, a technology with no disposability of undesirable outputs is often considered and the outputs are assumed to be only weakly disposable. We show that the combination of this type of technology with the hyperbolic measure, (or with its linearization, which is a special type of the directional distance model) may lead to a misleading efficiency score of the unit under evaluation. We derive the dual of the hyperbolic model under the environmental technology and describe some of its properties. Then, we use the hyperbolic and directional distance dual models for developing a second-phase method. This enables to detect the misleading scores of the decision making units. We illustrate the results on a real world data set.  相似文献

It is important to consider the decision making unit (DMU)'s or decision maker's preference over the potential adjustments of various inputs and outputs when data envelopment analysis (DEA) is employed. On the basis of the so-called Russell measure, this paper develops some weighted non-radial CCR models by specifying a proper set of ‘preference weights’ that reflect the relative degree of desirability of the potential adjustments of current input or output levels. These input or output adjustments can be either less or greater than one; that is, the approach enables certain inputs actually to be increased, or certain outputs actually to be decreased. It is shown that the preference structure prescribes fixed weights (virtual multiplier bounds) or regions that invalidate some virtual multipliers and hence it generates preferred (efficient) input and output targets for each DMU. In addition to providing the preferred target, the approach gives a scalar efficiency score for each DMU to secure comparability. It is also shown how specific cases of our approach handle non-controllable factors in DEA and measure allocative and technical efficiency. Finally, the methodology is applied with the industrial performance of 14 open coastal cities and four special economic zones in 1991 in China. As applied here, the DEA/preference structure model refines the original DEA model's result and eliminates apparently efficient DMUs.  相似文献

Directional distance function (DDF) is a recognized technique for measuring efficiency while incorporating undesirable outputs. This approach allows for desirable outputs to be expanded while undesirable outputs are contracted simultaneously. A drawback of the DDF approach is that the direction vector to the production boundary is fixed arbitrarily, which may not provide the best efficiency measure. Therefore, this study extends the previous framework of efficiency analysis to introduce a new slacks-based measure of efficiency called the scale directional distance function (SDDF) approach. This new approach determines the optimal direction to the frontier for each unit of analysis and provides dissimilar expansion and contraction factors to achieve a more reasonable eco-efficiency score. This new approach is employed to measure the eco-efficiency of the Malaysian manufacturing sector. In addition, the paper demonstrates the use of the new approach to establish target values for the reduction/expansion of outputs in order for the inefficient DMUs to achieve full eco-efficiency. The results indicate that Melaka, Pulau Pinang, Negeri Sembilan, Sabah, Sarawak and Labuan have attained full eco-efficiency while Terengganu is the least eco-efficient. The overall eco-efficiency of the manufacturing sector in Malaysia is 80.5 % with wide variations across the states.  相似文献

In this paper, we present a Multiple Criteria Data Envelopment Analysis (MCDEA) model which can be used to improve discriminating power of DEA methods and also effectively yield more reasonable input and output weights without a priori information about the weights. In the proposed model, several different efficiency measures, including classical DEA efficiency, are defined under the same constraints. Each measure serves as a criterion to be optimized. Efficiencies are then evaluated under the framework of multiple objective linear programming (MOLP). The method is illustrated through three examples in which data sets are taken from previous research on DEA's discriminating power and weight restriction.  相似文献

One of the most important topics in management science is determining the efficiency of Decision Making Units (DMUs). The Data Envelopment Analysis (DEA) technique is employed for this purpose. In many DEA models, the best performance of a DMU is indicated by an efficiency score of one. There is often more than one DMU with this efficiency score. To rank and compare efficient units, many methods have been introduced under the name of super-efficiency methods. Among these methods, one can mention Andersen and Petersen’s (1993) [1] super-efficiency model, and the slack-based measure introduced by Tone (2002) [4]. Each of the methods proposed for ranking efficient DMUs has its own advantages and shortcomings. In this paper, we present a super-efficiency method by which units that are more effective and useful in society have better ranks. In fact, in order to determine super-efficiency by this method, the effectiveness of each unit in society is considered rather than the cross-comparison of the units. To do so, we divide the inputs and outputs into two groups, desirable and undesirable, at the discretion of the manager, and assign weights to each input and output. Then we determine the rank of each DMU according to the weights and the desirability of inputs and outputs.  相似文献

Pesticides are widely used by crop producers in developed countries to combat risk associated with pests and diseases. However, their indiscriminate use can lead to various environmental spillovers that may alter the agricultural production environment thus contributing to production risk. This study utilises a data envelopment analysis (DEA) approach to measure performance of arable farms, incorporating pesticides’ environmental spillovers and output variance as undesirable outputs in the efficiency analysis and taking explicitly into account the effect of pesticides and other inputs on production risk. The application focuses on panel data from Dutch arable farms over the period 2003–2007. A moment approach is used to compute output variance, providing empirical representations of the risk-increasing or -decreasing nature of the used inputs. Finally, shadow values of risk-adjusted inputs are computed. We find that pesticides are overused in Dutch arable farming and there is a considerable evidence of the need for decreasing pesticides’ environmental spillovers.  相似文献

This study incorporates the concepts of undesirable intermediate, intermediate input, uncontrollable input, and undesirable output to the value-chains model (Chen and Zhu, 2004), thereby creating a modified value-chains model to compute transit and economic efficiencies in 30 regions of China. The modified value-chains model forms a more general formulation to the value-added chains in the utilization of the above concepts; it also provides an optimal intermediate measure which differs from the independent two-stage measure.  相似文献

In this paper, a directional distance approach is proposed to deal with network DEA problems in which the processes may generate not only desirable final outputs but also undesirable outputs. The proposed approach is applied to the problem of modelling and benchmarking airport operations. The corresponding network DEA model considers two process (Aircraft Movement and Aircraft Loading) with two final outputs (Annual Passenger Movement and Annual Cargo handled), one intermediate product (Aircraft Traffic Movements) and two undesirable outputs (Number of Delayed Flights and Accumulated Flight Delays). The proposed approach has been applied to Spanish airports data for year 2008 comparing the computed directional distance efficiency scores with those obtained using a conventional, single-process directional distance function approach. From this comparison, it can be concluded that the proposed network DEA approach has more discriminatory power than its single-process counterpart, uncovering more inefficiencies and providing more valid results.  相似文献

Existing measures of input allocative efficiency may be biased when estimated via data envelopment analysis (DEA) because of the possibility of slack in the constraints defining the reference technology. In this paper we derive a new measure of input allocative efficiency and compare it to existing measures. We measure efficiency by comparing the actual outputs of a decision-making unit relative to Koopmans’ efficient subset of the direct and indirect output possibility sets. We estimate the existing measures and our new measure of input allocative efficiency for a sample of public school districts operating in Texas.  相似文献

The concept of efficiency in data envelopment analysis (DEA) is defined as weighted sum of outputs/weighted sum of inputs. In order to calculate the maximum efficiency score, each decision making unit (DMU)’s inputs and outputs are assigned to different weights. Hence, the classical DEA allows the weight flexibility. Therefore, even if they are important, the inputs or outputs of some DMUs can be assigned zero (0) weights. Thus, these inputs or outputs are neglected in the evaluation. Also, some DMUs may be defined as efficient even if they are inefficient. This situation leads to unrealistic results. Also to eliminate the problem of weight flexibility, weight restrictions are made in DEA. In our study, we proposed a new model which has not been published in the literature. We describe it as the restricted data envelopment analysis ((ARIII(COR))) model with correlation coefficients. The aim for developing this new model, is to take into account the relations between variables using correlation coefficients. Also, these relations were added as constraints to the CCR and BCC models. For this purpose, the correlation coefficients were used in the restrictions of input–output each one alone and their combination together. Inputs and outputs are related to the degree of correlation between each other in the production. Previous studies did not take into account the relationship between inputs/outputs variables. So, only with expert opinions or an objective method, weight restrictions have been made. In our study, the weights for input and output variables were determined, according to the correlations between input and output variables. The proposed new method is different from other methods in the literature, because the efficiency scores were calculated at the level of correlations between the input and/or output variables.  相似文献

Economic activity produces not only desirable outputs but also undesirable outputs. Undesirable outputs are usually omitted from efficiency assessments (i.e., applications of Data Envelopment Analysis) which fail to express the true production process. The directional distance function model has been used for handling asymmetrically both desirable and undesirable outputs in the assessment process. In the present paper, we apply a generalized directional distance function to measure the efficiency of the health systems of 171 countries. We incorporate both desirable and undesirable outputs into the efficiency assessment without transforming the latter type of outputs into inputs or into their inverse form, as is done in most of the extant studies that deal with the measurement of health efficiency. The methodology that we apply introduces a modified definition of the efficiency score which yields results consistent with those obtained from radial DEA models. In addition, our results are independent of the length of the direction vector.  相似文献

In this paper we propose a new measure of input allocative efficiency that we estimate using directional distance functions. Our new measure compares the gain in output if a firm reduces technical inefficiency for the direct production possibility set and the gain in output if the firm reduces technical inefficiency for the indirect production possibility set. Because the directional distance function uses a translated origin, the gain in output from an optimal reallocation of inputs can be estimated for non-radial expansions in output. We estimate efficiency for Japanese banks during 1992–1999. The gains in outputs from reducing allocative inefficiency by reallocating inputs are greater than the gains in outputs that can be attained by reducing technical inefficiency.  相似文献
