围绕我国各类军事人才能力素质的测评,以某部为实证对象,按照总政治部有关人才考评的文件精神和未来信息化战争对人才的要求,构建了军队人才测评指标体系和测评方法,并对当前军队人才培养的主要途径进行了比较分析,研究结果表明,通过构建科学的测评指标体系和测评方法,能够对部队各种人才的能力素质进行科学、定量的评估,为选好用好人才提供科学依据;研究结果也表明,当前军队自行培养人才和委托地方科研院所培养人才的方式各有优劣,需要进行资源、信息等各方面的融合互补,  相似文献

Using personnel scheduling to reduce overstaffing and understaffing in a service industry across multiple periods is often undermined by lack of flexibility due to the exclusive use of specialized personnel. This study analyses the impacts of assigning multi-skilled personnel to different activities and its potential for improving schedule efficiency. A proposed mixed integer linear programming model determines which employees are trained to work in which activities and their assignments over a one-week planning horizon. The model results show that the lowest total-cost multi-skilled configurations are obtained in scenarios where personnel supply and demand are in equilibrium. Half of employees would continue to be specialized for just one activity while the half slated for multi-skilling would be trained in most cases for just one additional activity, even though training cost is assumed to be minimal. It is also shown that multi-skilling is best applied to employees whose contracts are highly flexible.  相似文献

This paper suggests a generalized semi‐Markov model for manpower planning, which could be adopted in cases of unavailability of candidates with the desired qualifications/experience, as well as in cases where an organization provides training opportunities to its personnel. In this context, we incorporate training classes into the framework of a non‐homogeneous semi‐Markov system and we introduce an additional, external semi‐Markov system providing the former with potential recruits. For the model above, referred to as the Augmented Semi‐Markov System, we derive the equations that reflect the expected number of persons in each grade and we also investigate its limiting population structure. This paper describes the mathematical formulations that have underpinned the development of a strategic-level, personnel sustainability planning tool for the Australian Army. The tool considers personnel sustainability in terms of the dynamics of progression through career profiles and the requirements of the force to meet operational capability demands. It assists in analysing the ability of a force structure (current or future) to meet forecast operational deployments, providing insights into: likely problem areas with regard to sustainability, the effect of changing personnel policies, resource/cost implications and force expansion issues. Utilised in shorter-term planning, the tool allows for rapid force options testing and, in longer-term planning, for detailed sustainability analysis of proposed future force structures. The paper focuses on the basic construction of the model and its mathematical underpinnings, while giving insights into its utility and to how it has been applied.  相似文献

A new city is under construction in a developing country. The town will be organized in modules, and the population projection is established till the 90s. The ratio of medical personnel to inhabitants is fixed according to health policy criteria. The primary care system should be composed of a set of health centres which are identical with regard to equipment and personnel. The problem is to determine the number--and thus the size--of the health centres, and their location. The solution depends on two opposing factors: the total construction cost, which is increasing with the number of centres, and the walking distance for the patient, which is decreasing with the number of centres. For a given critical distance, we find--using techniques of location theory in network--the smallest number of centres that will ensure that all inhabitants are located within the critical distance. A Fortran program in which the sensitivity of the solution is studied as a function of the given critical distance is developed.  相似文献

The personal capabilities and intentions of employees indicate their performance within their organization. It is important for the organization to capture this kind of tacit knowledge since the workforce are the true experts in perceiving the organization's current reality and evaluating which assets require development – including themselves as knowledge assets. The collective inner voice of the workforce helps the organization's management to steer the company and its assets in a sustainable direction.This article presents how the collective inner voice of the workforce can be captured and how it can be used for the benefit of the organization and its employees. The objective is to support individuals’ personal aspirations, as well as to save the money, time and resources that an organization spends on personnel training.The focus of this article is on demonstrating a possible soft-computing method used for competency simulation. The process starts with a linguistic self-evaluation conducted by employees, where individuals’ own perception of current and target competence levels is captured. The self-evaluation is conducted with the help of fuzzy logic. Clusters are formed from the result dataset using an unsupervised neural network clustering method: self-organizing maps. A demonstrator tool is then used to perform a “what-if” type of analysis/simulation on the clusters in the results. With the demonstrator tool, employees can roughly test the impact of alternative training scenarios for themselves. For individuals this may open up new directions for self-development, and for organizations this may allow the efficient use of training resources. We tested the approach with a dataset from a real human resource development project among nuclear power plant operators.The case study reveals the potential of soft-computing based collective competency simulation as one part of personnel development projects in the future. Yet the techniques and the demonstrator tool used in this experiment are far from being products that employees could easily use as part of their training project. Possible benefits of the proposed approach are demonstrated in this article.  相似文献

After a short examination of the problem of training in industry with the aim of integrating the knowledge of young scientists and technical people, and of overcoming the obsolescence of personnel charged with technical work, this paper stresses the importance of the statistical treatment of experimental data. The paper describes the programme of a course on this subject, developed through the extensive use of a time‐sharing digital computer with a terminal in the classroom: the computer being programmed to simulate sources of experimental results and to verify the essential theorems of statistics.  相似文献
